About the role:
Reporting to the People & Culture Director. the Senior Employee Relations Advisor and the People Risk Advisor support the Director in providing specialist technical advice on employee relations, work health and safety (WHS), wellbeing and Respect@Work scope of responsibilities. They support business units by providing evidence-based guidance, risk assessment and interpretation of legislative and policy requirements to inform consistent and compliant decision-making.
Key responsibilities of the Employee Relations Advisor include:
- Manage complex and sensitive employee relations matters end-to-end, including performance, conduct, grievances and investigations.
- Coordinate and provide strategic advice on the negotiation, endorsement and implementation of the Commission’s Enterprise Agreement, supporting constructive engagement with employees and representatives.
- Develop and maintain employee relations and people risk frameworks, policies, procedures and guidance, ensuring they are effective, current and compliant.
- Support compliance with APS-wide bargaining requirements and Fair Work Commission obligations relating to the Commission’s Enterprise Agreement.
- Lead the organisations’s wellbeing strategy and initiatives, including management of the EAP, ensuring they are effective, responsive and aligned with APS expectations.
Key responsibilities of the People Risk Advisor include:
- Lead WHS consultation and capability-building, supporting the WHS Committee, safety and wellbeing representatives, and managers to promote a safe,
healthy and respectful workplace.
- Integrate WHS risks into the enterprise risk framework, using data and insights to identify trends, strengthen controls and support evidence-based decision-making.
- Develop and maintain WHS policies, procedures and guidance, ensuring they are effective, current and compliant with legislation.
- Lead psychosocial risk management, providing advice on emerging risks, controls and legislative compliance while building manager capability to identify and address psychosocial hazards early.
- Support the implementation and continuous improvement of the organisation’s Respect@Work framework, partnering with leaders to embed respectful, ethical and professional behaviours.
The successful candidates will have:
- High-level expertise in Employee Relations, including relevant legislation, industrial frameworks and contemporary best practice.
- Proven ability to manage complex and sensitive ER matters, including investigations, and provide sound, defensible advice.
- Robust knowledge of WHS legislation and risk management, with experience designing and delivering WHS and wellbeing initiatives.
- Demonstrated ability to develop, review and continuously improve people, ER and WHS frameworks, policies and guidance.
- Excellent analytical, interpersonal and communication skills, with the ability to engage effectively with stakeholders at all levels and communicate complex issues clearly.
- Relevant tertiary qualifications and demonstrated experience in HR, Employee/Industrial Relations or WHS, preferably within the APS or government sector.
