Job Description

Purpose of role:
The Governance, Risk & Quality Manager leads AVWA's day-to-day governance, risk,qualityand compliance systems as theorganisation'scentral second-line assurance lead.
Theroleestablishesframeworks,monitors compliance, coordinates audits, oversees policy governance, tracks corrective actions, supports complaintsoversight,identifiessystemicissuesandescalates material risks under the strategic direction of the Executive Operations & Compliance Manager.
This role supports the CEO, ExecutiveTeamand relevantCoMor Board committees through approved reporting and escalation pathways.
It does not replace the executive accountability of the Executive Operations & Compliance Manager or the operational accountability of service executives and managers.
Operational executives andmanagersremainaccountablefor compliance, service quality, staff practice, complaint resolution,incidentresponseandimplementation within their programs.
Main duties and responsibilities:
1. Governance framework
Design,maintainand improve governance structures,standards,registersandreporting processes under the direction of the Executive Operations & Compliance Manager.
Advise ongovernance practice as AVWA's service footprint and regulatory obligations change.
Supportauthorisedreportingto the CEO, Executive Team and relevantCoMor Board committees through approved pathways.
Maintain clear boundaries between executive accountability, second-lineassuranceand operational accountability.
2. Compliance management
Maintain a central compliance register for AVWA's relevantregulatory,fundingandcorporate obligations.
Track regulatory changes and coordinate practical compliance responses with relevantexecutives,managersandsubject matter experts.
Coordinate regulatory notification processes where applicable, including aged care, disability, child safety, privacy, workplacesafetyand other funded program obligations.
Support compliance attestation processes by accountable executives and managers.
Escalate material compliance risks, overdueactionsand unresolved gaps through approved governance pathways.
Maintain and coordinatetheorganisationalriskregister and support quarterly risk reporting.
Identifyoperational,regulatory, financial, reputational, legal, privacy,informationgovernanceandservice quality risks across AVWA programs.




Monitor mitigation actions and report overdue or ineffective controls.
Provide clear risk analysis to support executive decision-making.
4. Audit,assuranceand corrective action management
Coordinate internal and external audit readiness across all relevant regulatory and funding bodies.
Maintain an audit schedule, evidencebankand corrective action register.
Conduct internal audits and compliance reviews according to an approved assurance plan.
Assign,monitorand verify corrective actions arising from audits, complaints,incidents,reviewsandregulatory findings.
Test the effectiveness of implemented actions whererequiredand report recurring or systemic issues.
5. Policy governance
Manage AVWA's policy governance framework, templates, document-control standards, register, review schedule,publicationcontrolsandwithdrawal processes.
Coordinate subject matter review,operationalconsultationandapproval under AVWA's delegation framework.
Require review of overdue,inconsistent,uncontrolledornon-compliant policies and procedures.
Ensure policies are version-controlled, accessible to staff and aligned with applicablelegal,regulatoryandfunding requirements.
Supportpolicystandardisationacrossdepartments without assuming operational ownership of service-specific content.
6.Complaints,feedbackandimprovement oversight
Oversee the central complaints and feedback registerandmonitoracknowledgement,triage,allocation,escalationandclosuretimeframes.
Support quality review of complaints handling and track improvement actions.
Provide trend analysis toidentifysystemic issues, servicerisksand improvement opportunities.
Work with operational managers, who remain responsible for investigating and resolving complaints within their programs unless independent or executive-level handling isrequired.
Escalate reliable,conflicted,repeatedorhigh-risk complaints to the Executive Operations & Compliance Manager or CEO asappropriate.
7. Informationgovernance,privacyandrecords
Oversee privacy compliance, records governance, document retention,informationhandlingandconfidentiality practices in collaboration with IT, HR,Financeand operational teams.
Coordinate privacy incident and data breach assessment processes under approved governance pathways.
Support management of cyber-related governance risks, consentrequirements,recordsqualityandinformation access controls.
Provide assuranceoverevidencequality,document integrity and recordkeeping practices required for audits,complaints,incidentsandregulatory reviews.
Support emerging governance controls for AI use where relevant to AVWA's operations.
8. Stakeholder engagement and reporting
Communicate regulatory,



governance and assurance requirements to operational managers in clear and practical terms.
Prepare concise governance, risk, quality and compliance reports for review and approval by the Executive Operations & Compliance Manager.
Attend executive or committee meetings whenauthorisedand present reports within approved reporting lines.
Maintain constructive working relationships whileretainingthe independence required to challenge gaps and present reports within approved reporting lines.
9. Culture and training
Support a risk-aware and improvement-focused culture across AVWA.
Coordinate training needs relating to ethics, conduct, privacy, data protection,policycomplianceandrelevant regulatory obligations.
Work with People & Performance and operational leaderstomonitorcompletionof mandatory training and elevate gaps.
Support managers to embed continuous improvement into daily operations.

The role may change to meet AVWA's objectives and regulatory context.
The position holder maybe requiredto perform other duties within the scope of the role as directed by the Executive Operations & Compliance Manager, CEOorauthoriseddelegate.
Qualifications:
Bachelor's degree in law, business, governance, risk, compliance, quality management, health,communityservicesorarelated field.
Postgraduate qualifications in corporate governance, risk, compliance,qualitymanagementorrelated discipline are highly regarded.
Experience:
Minimum five years' experience in governance, risk, compliance, quality, audit,assuranceor regulatory roles.
Experience in community services, disability, aged care, RTO, NFP or regulated service environments is highly regarded.
Demonstrated experience managing audits, corrective actions, policy governance,complianceregistersandrisk reporting.
Experience supporting executive reporting and working with senior leaders.
Knowledge:
Strong understanding of governance, risk,complianceand assurance principles.
Knowledge of relevant frameworks across aged care, NDIS, RTO, privacy, child safety, workplace safety, fundedcommunityprogramsandACNC governance obligations.
Understanding offirst-lineand second-line accountability models in a multi-programorganisation.
Knowledge of documentcontrol,recordsgovernance,privacy, complaints systems and corrective action management.
Skills and competencies
Analytical judgement and ability to interpret regulatory obligations in practical operational settings.
Strong written communication, including board papers, briefing notes,policies,reportsandcorrective action summaries.
Ability to lead a small team and influence managers without assuming their operational accountability.
Ability to challenge gaps, requireevidenceand elevate risks in a professional manner.
High attention to document control, evidence quality, audittrailsand deadlines.
Cultural sensitivity and ability to work effectively with AVWA's Vietnamese and broader multicultural communities.
