The Commercial Engagement Section (CEN) undertakes all ICT-related procurement activities for the ICT Division of the Department, ensuring open, transparent and accountable purchases and value for money outcomes.
The Labour Hire team is a small team performing critical functions within the Information Management and Technology Division (IMD), responsible for the end-to-end procurement of ICT labour hire contractors and their contract administration, currently managing over 300 individual contractors and contracts.
About the Role
The Procurement Officer is responsible for assisting with the management and delivery of procurements related to the ICT Labour Hire workforce, including the delivery of current procurements and the management of existing contracts. You'll work closely with internal and external stakeholders, providing support and advice on procurement processes.
We're looking for a high performing candidate with either experience in ICT procurement or the desire to broaden and develop their skills in procurement. You'll be comfortable managing multiple priorities simultaneously in an environment of changing priorities and tight timeframes, with the ability to apply legislative, financial and administrative frameworks in a practical manner.
Key Duties
Engage in procurements that reflect departmental needs, align with priorities, and comply with applicable legislation, regulations and policies (e.g. PGPA Act, Commonwealth Procurement Rules, FFSP Act and the DFAT Procurement Policy)
Engage in vendor relationship management and industry engagement activities to improve how goods and services are procured
Undertake commercial analysis of suppliers to evaluate value for money propositions and other mandatory requirements
Interpret and draft procurement documentation including tenders, panels, contracts and statutory reporting requirements
Review business cases and determine appropriate procurement routes
Develop procurement documentation including approval in principle, commitment approvals, requests for quote, purchase orders and work orders
Process clearance recognition requests, create and manage PeopleSoft records for the ICT contractor workforce, and assist with end of month goods receipting
Communicate effectively with all levels of staff, making decisions based on sound professional judgement
Experience in ICT procurement, or a genuine desire to broaden and develop procurement skills
Knowledge and experience with the Commonwealth Procurement Rules, with the ability to apply legislative, financial and administrative frameworks in a practical manner
Strong negotiation, stakeholder relationship management and communication skills
Ability to make decisions based on professional judgement, consistent with legislative requirements, standards, policies and operating procedures
Ability to think strategically, aligning the team's work with business needs and agency goals
Knowledge of SAP financial and SAP contract applications, the Microsoft suite and EDRMS
The ability to hold and maintain a minimum NV1 security clearance is essential, with the ability to obtain and maintain NV2
