Job Description: Management Consultant – Procurement & Contracting Advisory
n
Position Overview
n
We are seeking a highly experienced Management Consultant to support the delivery of procurement and contracting advisory services in accordance with RFQTS requirements. The consultant will play a pivotal role in shaping procurement methodologies, evaluating contracting options, and developing tender documentation to support Commonwealth agency objectives. This role demands strategic insight, commercial acumen, and a deep understanding of the Commonwealth Procurement Rules (CPRs) and relevant departmental policies.

Key Responsibilities
n
n
Lead the development of procurement strategies, tender evaluation plans, and approach-to-market documentation (EOI, RFT, RFQ).
n
Design and facilitate industry briefings and market engagement activities.
n
Support evaluation processes including development of evaluation reports, negotiation directives, and negotiation reports.
n
Provide expert advice on contracting options and risk mitigation strategies.
n
Draft contract documentation and assist in contract negotiations and finalisation.
n
Develop contract management plans and support ongoing contract administration.
n
Prepare delegate approval submissions and ensure alignment with CPRs and departmental procurement policies.
n
Contribute to procurement governance, including policy reviews, process mapping, and assurance activities.
n
Ensure knowledge transfer and documentation of all activities to internal stakeholders.
n

Required Qualifications & Experience
n
n
Demonstrated experience in delivering complex procurement and contracting services within Commonwealth agencies.
n
Proven track record in developing procurement documentation and managing end-to-end tender processes.
n
Solid understanding of CPRs, and departmental procurement frameworks.
n
Experience in contract management, including performance monitoring and compliance assurance.
n
Excellent stakeholder engagement and communication skills.
n
Relevant tertiary qualifications in law, commerce, public administration, or a related field.
n
Experience with Defence or Industry portfolios, particularly in high-value or high-risk procurement environments.
n
Familiarity with ASDEFCON templates and Defence Protected Network protocols.
n
Ability to work collaboratively in multi-disciplinary teams and manage competing priorities.
n
Strategic thinking and ability to deliver value-for-money outcomes in complex regulatory environments.
