Azooa is responding to current and upcoming Commonwealth RFQs and is seeking expressions of interest from highly experienced professionals to support a strategically critical AUKUS capability within the Australian Submarine Agency (ASA).
This opportunity is an embedded contract role within the AUKUS International Placement Office (IPO)—a key function enabling the planning, coordination, and governance of international workforce placements and postings between Australia and AUKUS partner nations.
The AUKUS program represents one of the most significant and complex national security initiatives ever undertaken by Australia.
Workforce readiness, international collaboration, and trusted governance are foundational to its success.
The International Placement Office (IPO) plays a pivotal role in enabling:
International workforce mobility
Knowledge transfer across nations
Long-term submarine capability uplift
Assurance to senior Defence and Government leadership
This role directly supports these outcomes by combining workforce intelligence expertise with robust project management delivery to provide executive-level insight, confidence, and decision support.
About the Role
As a Workforce Intelligence & Project Management Specialist (Level 3 – Advanced Practitioner), you will operate as a trusted embedded specialist within the ASA environment.
You will:
Deliver evidence-based workforce insights
Establish and maintain governance and reporting frameworks
Support executive assurance across a high-risk, high-visibility program
This role is suited to professionals who thrive in complex government environments, understand Defence culture, and can translate data and plans into clear, actionable insights for senior decision-makers.
Your responsibilities will span workforce strategy, delivery governance, and stakeholder engagement, including:
Develop and deliver workforce intelligence services supporting AUKUS IPO operations
Conduct workforce planning, analysis, modelling, and forecasting
Translate complex workforce data into clear insights and recommendations
Provide regular and ad‐hoc reporting to inform executive decision‐making
Develop, maintain, and track project plans supporting establishment and ongoing operations of the IPO
Monitor milestones, dependencies, risks, and issues
Support delivery assurance across multiple concurrent workforce initiatives
International Placements & Pathways
Design and implement inbound and outbound international placement and posting pathways
Support coordination of placements across Australia and AUKUS partner nations
Enable workforce mobility while ensuring compliance with Defence and Commonwealth requirements
Develop and maintain governance frameworks aligned to Defence standards
Produce performance monitoring artefacts and assurance documentation
Ensure transparency, traceability, and auditability of workforce activities
Executive Visibility & Decision Support
Create executive‐ready dashboards, placemats, briefs, and summaries
Provide real‐time visibility of workforce status, trends, and risks
Support senior leaders with concise, accurate, and timely information
Support knowledge management and knowledge transfer initiatives
Capture lessons learned and support continuity across workforce activities
Enable sustainable capability uplift within the IPO
Engage with ASA stakeholders and partner organisations
Collaborate across submarine shipbuilding, sustainment, and enabling functions
Operate as an embedded team member contributing to integrated outcomes
To be successful in this role, you will bring:
Demonstrated experience in workforce intelligence, including:
Workforce planning
Analytics and modelling
Planning and coordination
Delivery tracking.
Risk and issue management
Proven ability to develop governance, assurance, and performance reporting in complex environments
Experience within Defence, national security, or large‐scale government programs (highly desirable)
Robust written and verbal communication skills, with confidence briefing senior executives
Ability to work autonomously while integrating seamlessly within a government team
Security & Location Requirements
Active NV1 security clearance (minimum) – mandatory
Primary work location: Majura Park, ACT
Domestic and/or international travel may be required as directed by the Commonwealth
