Job Title: Manager – Estimation & Quantity Survey
Reporting To: AGM – Estimation & Quantity Survey
Role Overview
The Manager – Estimation & Quantity Survey is responsible for preparing accurate cost estimates for construction projects, conducting detailed rate analyses, and ensuring efficient cost control across all project phases.
This role plays a critical part in budgeting, resource optimization, vendor evaluation, and supporting project delivery within the approved financial framework.
Key Responsibilities
1. Estimation and Rate Analysis
Prepare and review project cost estimates based on preliminary designs and specifications.
Conduct detailed rate analysis for construction activities and materials.
Ensure exact estimation of labor, materials, equipment, and overheads.
Analyze vendor quotes for cost-effectiveness and market competitiveness.
Coordinate with Purchase and Contracts teams to gather market insights.
2. Standard Material Consumption Constants
Maintain a database of standard material consumption constants for construction activities.
Ensure accuracy in quantity estimation through consistent application of these constants.
Regularly update constants based on market trends and project data.
Align material usage with project specs to optimize procurement and reduce wastage.
3. Budgeting and Financial Control
Develop and maintain project-specific budgets in line with scope and timelines.
Collaborate with Project Management teams for budget planning and monitoring.




Track budget utilization and identify opportunities for cost-saving.
Perform variance analysis and submit regular financial performance reports.
4. Cost Control and Risk Management
Implement cost control systems to track project expenditures.
Proactively identify potential cost overruns and recommend corrective actions.
Monitor variations and changes in project scope with respect to cost implications.
Provide timely forecasts and cost-related insights to management.
5. Quantity Surveying
Oversee quantity take-offs and measurement verification.
Collaborate with QS and site teams to ensure accuracy in billed quantities.
Ensure quantities are in sync with approved drawings and scope.
Conduct monthly material reconciliation to compare actual usage with estimated quantities.
Identify excess or shortage early to mitigate risks and delays.
Work with Procurement and Site teams to ensure efficient material management.
Submit reconciliation reports to senior management with variance analysis.
7. Reporting and Documentation
Maintain accurate documentation of estimates, budgets, and project cost records.
Prepare and submit cost reports comparing estimated vs actual expenditures.
Provide project progress reports focused on financial and resource metrics.

Compliance and Quality Assurance
Ensure compliance with internal cost standards and industry best practices.
Support tender documentation with accurate cost inputs and justifications.
Adhere to quality assurance protocols in estimation and budgeting functions.
9. Team Leadership and Collaboration
Mentor and support junior estimators and quantity surveyors.
Foster collaboration across departments including Engineering, Procurement, and Finance.
Contribute to process improvements and knowledge sharing within the estimation team.
Strong knowledge of cost estimation, rate analysis, and construction practices
Proficiency in MS Excel, AutoCAD, and estimation software
Understanding of standard material consumption constants
Excellent analytical and problem-solving abilities
Strong communication, negotiation, and interpersonal skills
Attention to detail and ability to work under tight deadlines
Ability to interpret engineering drawings and specifications
Qualifications & Experience
Education: Diploma/ Bachelor's degree in Civil Engineering
Experience: Minimum 10 years in Premium Residential
ERP: Minimum 5 years of experience
