New Greenfields large-scale digital and enterprise transformationPrograms valued at more than $10 million annuallyAbility to obtain and maintain an AGSVA Baseline clearance requiredHybrid based in Melbourne South-Eastern suburbsOur Commonwealth Client is developing a significant portfolio of digital, data and technology initiatives designed to strengthen Australia's national research capability and improve enterprise performance.This work includes the responsible adoption of enterprise AI, improving data and digital maturity, strengthening cyber security, modernising end-of-life enterprise systems and ensuring critical research platforms remain scalable, secure and fit for purpose.RoleOperating within a Digital Delivery Framework, you will work closely with Sponsors, Program Boards, Project Managers, technology delivery partners and senior business stakeholders to CxO level to:Mobilise complex digital, data and technology programsTranslate program blueprints and strategic roadmaps into executable programs of workDefine and govern program scope, outcomes, benefits, delivery roadmaps and success measuresAlign delivery priorities and investment decisions with strategy and enterprise roadmapsManage dependencies across multiple projects, workstreams and stakeholder groupsEstablish governance, assurance and control frameworks, including stage gates, health checks and escalation pathwaysOversee program risks, issues, change control and decision-support processesLead financial management, forecasting, resource planning and procurement activitiesManage vendors,



commercial relationships and programs valued at more than $10 million annually (Commonwealth Procurement guidelines)Build trusted relationships with senior stakeholders and drive commitment to program outcomesLead multidisciplinary and geographically dispersed delivery teamsOversee benefits realisation and the transition of current capabilities into operational supportProvide clear reporting on program performance, financial position, risks, dependencies and decision readinessEmbed lessons learned, assurance findings and continuous improvement into delivery practicesYou will bringAt least 10 years' experience in senior advisory, program leadership or digital transformation rolesDemonstrated success mobilising and leading large, complex IT programsExtensive experience across digital transformation, data, cyber security, infrastructure, enterprise applications or technology deliveryThe ability to translate strategic roadmaps and program blueprints into structured, achievable delivery plansStrong experience defining and delivering measurable outcomes, benefits and organisational changeA proven background establishing governance, assurance, risk and program-control frameworksThe ability to influence executive stakeholders and navigate competing organisational prioritiesExperience managing budgets, forecasting, resources, procurement and commercial outcomesDemonstrated responsibility for programs valued at more than $10 million annuallyStrong people leadership experience across multidisciplinary and geographically dispersed teamsAdvanced program reporting and performance-management capabilityThe ability to obtain and maintain an AGSVA Baseline security clearance or higherExperience working within an Australian Government agency or public-sector organisation, or within a scientific, research or higher education institution.
