Job details * Systems Analysts, also known as Solution Design Manager, translate business requirements into technical requirements that align with relevant architectures.

- Solution Design describes the function of designing and delivering recent functional solutions, and providing ongoing operational support for ICT solutions.
- Solution Design Managers are responsible for the successful planning and implementation of ICT solutions to support the overall business goals and objectives of the functional area. Solution Design Managers are responsible for engaging and liaising with the business areas and customers to articulate process improvements and problem resolutions.
- Solution Design Managers exercise a considerable degree of independence, with decisionmaking substantially dependent on their high-level judgement and consideration of wider agency implications, with work being performed under the general guidance of senior staff. In performing a leadership role, Solution Design Managers drive innovation, change in workplace practices and organise work in the context of competing priorities and strategic direction.

Key duties and responsibilities

May include some or all of the following: * Lead and support operations of the team, including monitoring business performance, setting priorities and managing resources and workflow.

- Lead and manage staff, including overseeing the management of performance, attendance and health and wellbeing.
- Develop staff capability through coaching, mentoring and succession planning to increase performance, engagement and retention.
- Oversee the development and implementation of the ICT solution.
- Highlight and identify gaps in existing functionality.
- Highlight and identify functional interdependencies.
- Undertake and contribute to business management, strategic planning and workforce planning.
- Assist with the management of finances, contracts, procurement, resources and expenditure within area of responsibility.
- Ensure project deliverables and milestones are met on time and within budget.
- Manage team contribution to costing process.
- Report on the achievement of business outcomes, key performance indicators and quality assurance to manage overall performance.
- Monitor and manage work output and quality against established performance standards through interpretation of quality analysis and reporting.
- Encourage innovation, continuous improvement and manage and support change.
- Contribute to and influence ICT strategy resolving conflicts as needed.
- Build action plans and make operational decisions on policies, tactics and resources critical to the business.
- Prepare and review a range of written material including technical and corporate documentation.
- Collaborate with a broad range of internal and external stakeholders to achieve project outcomes.
- Engage and partner with other agencies and service providers to build service delivery capability.
- Attend interagency meetings and forums to influence business outcomes and share information.
- Exercise delegation in accordance with legislation and guidelines.

KNOWLEDGE/QUALIFICATIONS

Extensive knowledge and understanding of: * frameworks, legislation, policies, procedures and information management requirements relevant to the work area

- the agency's privacy, ethics, workplace health and safety and security protocols
- relevant business systems and tools

Technical skills

Prior experience within government or similar large-scale organisation preferred.

- Feasibility assessment: Level 5 (SFIA)
- Manages investigative work to enable feasibility assessments. Collaborates with stakeholders and specialists to get the information required for feasibility assessment. Advises on the selection of feasibility assessment approaches and techniques relevant to the business situation and options. Prepares business cases, including cost/benefit, impact and risk analysis for each option.
- 2.
- Requirements definition and management: Level 5 (SFIA)
- Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives. Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from, and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed.

- Specialist advice: Level 5 (SFIA)
- Provides definitive and expert advice in their specialist area. Actively maintains recognised expert level knowledge in one or more identifiable specialisms. Oversees the provision of specialist advice by others. Consolidates expertise from multiple sources, including third-party experts, to provide coherent advice to further organisational objectives. Supports and promotes the development and sharing of specialist knowledge within the organisation.

- Systems design: Level 5 (SFIA)
- Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.

- Consultancy: Level 5 (SFIA)
- Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution. Identifies, evaluates and recommends options. Collaborates with, and facilitates stakeholder groups, as part of formal or informal consultancy agreements. Seeks to fully address client needs and implements solutions if required. Enhances the capabilities and effectiveness of clients, by ensuring that proposed solutions are fully understood and appropriately exploited.

- Methods and tools: Level 4 (SFIA)
- Provides advice and guidance to support the adoption of methods and tools and adherence to policies and standards. Tailors processes in line with agreed standards and evaluation of methods and tools. Reviews and improves usage and application of methods and tools.

- Software design: Level 5 (SFIA)
- Specifies and designs large or complex software applications, components and modules. Adopts and adapts software design methods, tools and techniques. Undertakes impact analysis on major design options,



makes recommendations and assesses and manages associated risks. Specifies prototypes/simulations to enable informed decision-making. Evaluates software designs to ensure adherence to standards and identifies corrective action. Ensures that the software design balances functional, quality, security and systems management requirements. Contributes to the development of organisational software design and architecture policies and standards.
- 4.
- User experience evaluation: Level 3 (SFIA)
- Evaluates design options and prototypes to obtain user feedback on requirements of developing systems, products, services or devices. Tests the usability and accessibility of components and alternative designs. Administers a range of evaluations, recording data and feedback. Analyses evaluation data and recommends actions. Identifies areas for future user research. Checks systems, products, services or devices for adherence to applicable standards, guidelines, style guides, and legislation. Evaluates the usability of existing or competitor systems to provide benchmark values and as input to design.

Additional requirements

1.

A security clearance will be required for the role prior to starting work under any contract. Does the candidate have the required clearance/s, or the ability to obtain and maintain? Provide ref ID.

2.

To identify potential conflicts of interest, is the candidate a director/owner/account manager/partner of a Seller registered on BuyICT? If so, provide the Position Title, Seller Name and Seller ABN.

3.

Provide details (e.g. manager, branch) of candidate's previous worked history either as a contractor or employee for the Buyer including its former agencies such as the Department of Human Services.

4.

Seller has obtained the Candidate's consent to be exclusively represented by the Seller for this RFQ. (Note: The Buyer does not want the same candidate submitted by multiple Sellers).

5.

Provide 2 referee details for candidate (name and contact details) who can confirm the candidate's skills/knowledge to fulfill this role. Referees can be a previous manager (within the last 4 years).

6.

The Seller acknowledges the Quote Validity Period for this RFQ is 12 months from RFQ Closing date. The Seller agrees that its Quote will remain valid for the Quote Validity Period.

7.

The Seller acknowledges that being identified as a Preferred/suitable Seller does not guarantee that the Buyer will procure Services from the Seller during the Quote Validity period.

8.

The Seller acknowledges that being identified as a Preferred/suitable Seller does not prevent the Buyer from obtaining similar services from other Sellers during the Quote Validity Period.

9.

The Seller acknowledges that being identified as a Preferred/suitable Seller does not indicate that a contract may be formed between the Buyer and Seller during the Quote Validity Period.

10.

The Seller acknowledges that the candidate must be willing to work at the RFQ location for the duration of the contract.

11.

Seller acknowledges Buyer's amendment to Part C1 clause13.6.2 - if a seller seeks a Rate Increase, the seller may only apply within 30 days after receiving buyer's notice to extend the contract.

12.

Seller acknowledges Buyer's amendment to Part C1 item 13.6.5 - applications made by the seller under clause 13.6.2, the seller's price will be adjusted from specified date in the Contract Variation. |||CandidateProfile|||
