Location: Canberra . The successful applicant will perform the role from the National Office in Canberra. Hybrid working arrangements (i.e. a combination of onsite attendance at an AEC office and remote working) may be accepted.

The client, the Australian Electoral Commission (AEC), is seeking to engage an experienced Identity Architect to support the strategic design, governance and maturity uplift of the agency’s enterprise identity and access management capability.
The role will define target-state identity architecture, reference patterns, integration standards and roadmaps to support secure, resilient, scalable and election-ready ICT services. The role will provide authoritative architectural advice across workforce, privileged, service, application, external, and government-to-government identity patterns, ensuring identity strategy, platforms, and controls align with organisational objectives, cyber security requirements, enterprise architecture, and operational delivery needs.
The candidate must hold an active Negative Vetting Level 1 security clearance prior to commencement.
Key duties and responsibilities:
The role will be responsible for, but not limited to:
- Lead the development, implementation, governance and continual improvement of enterprise identity architecture across the AEC.
- Own and maintain identity roadmaps, standards, architectural patterns and decision records, aligning uplift initiatives with business priorities, cyber security direction, election readiness and enterprise architecture.
- Architect secure and scalable identity solutions across cloud and on-premises environments, including Microsoft Entra ID, Active Directory, federation, single sign-on, conditional access, multi-factor authentication and identity governance capabilities.
- Define and govern identity lifecycle management practices, including privileged access, role-based or attribute-based access control, entitlement management, auditability and alignment with authoritative source systems.
- Provide high-quality advice,
analysis and recommendations to senior management and executives on identity architecture, risks, issues, controls, assurance activities and improvement opportunities.
- Lead architecture review and assurance activities for identity-related initiatives, including assessment of solution designs, non-functional requirements, integration risks, security patterns and operational readiness requirements.
- Establish and manage key stakeholder relationships to embed identity standards and support secure adoption across applications, infrastructure, cloud platforms, SaaS services and business systems.
- Mentor technical specialists, delivery teams and service owners by providing architecture guidance, standards, patterns and practical advice on identity and access management.
- Additional responsibilities during an Electoral Event: The volume of identity-related requests, access design activities, onboarding assurance and operational support will increase significantly across electoral and referendum events.
- Additional responsibilities during an Electoral Event: The volume of duties significantly increases during an electoral period, and there may be a requirement to work outside of standard business hours during this time.
- Demonstrated experience leading the design, governance and implementation of enterprise identity and access management architecture across complex ICT environments.
- Proven experience with contemporary identity platforms and patterns, including Microsoft Entra ID, Active Directory, federation, single sign-on, conditional access, multi-factor authentication and identity integration across cloud and on-premises services.
- Extensive knowledge of identity and access management concepts, including identity lifecycle management, privileged access management,
role-based or attribute-based access control, entitlement governance, auditability and least privilege principles.
- Demonstrated ability to translate business, security and operational requirements into practical architecture designs, standards, roadmaps, decision records and implementation guidance.
- Highly developed ability to influence, negotiate and communicate effectively with senior executives, enterprise architects, stakeholders, technical teams and external providers in complex, multi-stakeholder environments.
- Robust conceptual, analytical and problem-solving capability, with demonstrated ability to assess technology risk, resolve architectural complexity and drive organisational change through secure identity architecture and governance.
- Demonstrated capability to provide technical leadership, mentor specialists, uplift capability and promote consistent identity architecture practices across delivery and operational teams.
- A relevant bachelor’s degree or higher qualification in information technology, cyber security, enterprise architecture or a related discipline; or equivalent relevant experience and/or vendor certification.
- Relevant professional certifications or demonstrated knowledge in areas such as TOGAF, CISSP, CISM, Microsoft identity/security certifications, cloud architecture, ITIL or related architecture and security frameworks.
- Experience working in Federal Government, highly regulated or mission-critical ICT environments.
- Strong understanding of cyber security architecture, Zero Trust principles, risk assessment, privacy, logging, monitoring, resilience and assurance requirements relevant to identity services.
- Experience contributing to procurement, project delivery, governance forums or assurance activities relating to identity, access management, cyber security or operational resilience.

Contract duration: 22 September 2026 to 30 June 2027, plus a 12-month extension.
