Job description

Purpose of the Role

The Treasurer is an Elected Officer of the Board responsible for the financial oversight of the Conservation Council of South Australia. The primary objective is to ensure the Association's financial affairs are managed legally, ethically, and in a way that supports the strategic plan and objects of the organisation.

Key Responsibilities

- Financial Record Keeping: Ensure proper records are maintained for all moneys received or expended by the Association.
- Compliance & Audit: Ensure preparation of a duly audited statement of accounts and balance sheet for each financial year to be submitted to the Annual General Meeting.
- Board Reporting: Submit a financial statement at each meeting of the Board.
- Budgeting: In consultation with relevant staff and officers, present an annual budget to the Board.
- Internal Controls: Ensure proper policies and delegations are in place for the authorisation and expenditure of money and advise the Board of any expenditure not properly authorised.
- Legal Obligations: Fulfill all requirements of the Associations Incorporation Act 1985 (SA) and others relating to the finances of the Association.

Governance Duties

- Board Participation: Serve as a voting member of the Board, attending 6-12 meetings a year
- Participate in (usually chair) the finance and risk committee
- Financial Management:



Oversee the management and control of funds and property vested in the Board, ensuring they are applied solely toward the promotion of the objects of the Association.
- Signatory: Act as a signatory for cheques, drafts, and other negotiable instruments as appointed by the Board or Executive Officer.
- Strategic Input: Oversee (with the board) the development, updating, and implementation of the Association's Strategic Plan.

Requirements & Eligibility

- Term of Office: Elected Officers hold office for two consecutive years and are eligible for re-election for three consecutive terms.
- Political Neutrality: Candidates for State or Commonwealth Parliament or individuals holding a position on the governing body of any political party are ineligible for appointment to the Board. Other persons with strong political ties or affiliations are eligible but will be considered on a case by case basis.
- Professional Standards: High standards of confidentiality and qualified ethics are required, particularly regarding business, financial, or legal proceedings
