Purpose of the Position
The Regional Manager is a senior leadership position responsible for the operational, strategic and cultural leadership of all CQID services within an allocated geographical region.
The role is accountable for ensuring high quality, culturally protected and compliant service delivery across all programs within their region, while contributing to CQID's broader strategic vision, organisational objectives and community impact.
The Regional Manager works collaboratively with fellow Regional Managers, Senior Compliance Managers, Regional Intake & Assessment Team and internal/external stakeholders to ensure consistency in leadership, governance, operational practice and service delivery across CQID.
In addition to regional operational oversight, the role holds organisational custodianship responsibilities for allocated program areas and supports continuous improvement, workforce capability, practice consistency and integrated service delivery approaches across all CQID regions.
The role contributes significantly to organisational leadership, stakeholder engagement, strategic growth and the strengthening of outcomes for Aboriginal and Torres Strait Islander children, families and communities.
The role is required to travel in accordance with operational and organisational requirements.
Responsibilities and Duties
Regional Leadership and Operations
Provide strategic, operational and cultural leadership across all CQID services within the allocated region
Ensure effective day-to-day oversight of service delivery, staffing, operational performance and client outcomes
Support and lead Program Managers, Team Leaders and staff to deliver high quality, culturally safe and responsive services
Monitor operational performance and proactively identify and respond to emerging risks, workforce pressures and service delivery issues
Ensure regional services operate in accordance with CQID policies, procedures, contractual obligations and legislative requirements
Organisational Collaboration and Consistency
Work collaboratively with fellow Regional Managers and Leadership to ensure consistency in leadership, operational practice, workforce management and service delivery across CQID
Contribute to the development and implementation of organisational governance systems, reporting frameworks and operational structures
Participate in cross-regional planning, problem solving and decision‐making processes
Support a culture of collaboration, accountability, transparency and shared leadership across CQID
Contribute to universal and consistent approaches to service delivery, operational management and organisational priorities
Program Custodianship
Hold organisational custodianship responsibilities for allocated CQID program areas as determined collaboratively by Executive Leadership
Provide subject matter expertise, leadership, guidance and support regarding allocated program areas across CQID regions
Support consistency in program implementation, practice standards, workforce capability and continuous improvement
Work collaboratively with peers to strengthen organisational understanding and integrated service delivery approaches
Assist in the development, review and implementation of program frameworks, tools, procedures and practice guidance
Governance, Compliance and Performance
Ensure all services operate in accordance with relevant legislation, service agreements, quality standards, practice frameworks and organisational requirements
Monitor and support achievement of contractual obligations, KPIs and reporting requirements
Ensure operational risks, incidents and workforce concerns are appropriately escalated, managed and documented
Support implementation and continuous improvement of CQID governance, operational and accountability systems
Contribute to organisational reporting processes and provide timely and accurate information to Executive Leadership
Workforce Leadership and Culture
Promote a positive, culturally safe and values-based workplace culture
Support workforce capability development, reflective practice and staff wellbeing
Provide leadership, coaching and support to direct reports and broader regional teams Stakeholder Engagement and Partnerships
Support recruitment, onboarding, workforce planning and performance management processes
Encourage collaboration, communication and professional accountability across teams and regions
Stakeholder Engagement and Partnerships
Develop and maintain positive relationships with funders, government agencies, community organisations and key stakeholders
Represent CQID in meetings, forums, partnerships and community engagement opportunities
Work collaboratively with departmental partners and stakeholders to support positive outcomes for children, families and communities
Strengthen CQID's reputation as a leader in Aboriginal and Torres Strait Islander community-controlled service delivery
Strategic Growth and Innovation
Identify opportunities to strengthen, expand and improve service delivery across CQID regions
Contribute to strategic planning, innovation and organisational development initiatives
Support development of funding submissions, partnership opportunities and service expansion initiatives
Contribute to organisational reform and continuous improvement activities
Other Responsibilities
Undertake other duties as directed by the Chief Services Officer or Chief Executive Officer
At all times operate in accordance with CQID policies, procedures, values and Workplace Health and Safety requirements

Qualifications and Experience
Aboriginal and/or Torres Strait Islander heritage and connection to community and culture is highly desirable. Non-Indigenous candidates may be considered where no suitable Indigenous applicants are identified
Relevant tertiary qualifications and/or significant experience in human services, leadership, management or community services
Demonstrated senior leadership experience managing complex human services programs and multidisciplinary teams
Demonstrated understanding of the challenges and opportunities facing Aboriginal and Torres Strait Islander children, families and communities
Experience leading operational service delivery across multiple programs and/or geographical locations
Demonstrated ability to lead workforce culture, collaboration, accountability and organisational change
Strong understanding of governance, compliance, reporting and contractual obligations within the human services sector
Highly developed communication, negotiation, stakeholder engagement and conflict resolution skills
Ability to exercise high level professional judgement, critical thinking and decision-making within complex environments
Demonstrated ability to contribute strategically to organisational leadership, systems development and continuous improvement
Understanding of the Queensland human services landscape, reform agenda and community-controlled sector
