Toowoomba Regional Council is seeking anexceptionalProgram Director – Enabling GrowthInfrastructure Program (EGIP) to lead the delivery ofa significant $300 million program of water infrastructure. This isa rare opportunity to lead work that is not only critical toToowoomba’s growth, resilience, and liveability, but also importantto the broader regional economy and the communities that rely onsecure, sustainable and future-focused water infrastructure.

Reporting to theGeneral Manager, Water and WasteServices , this role will provide strategic leadership,integration and coordination across a complex and highly visibleportfolio of projects, including the Southern Water TreatmentPlant, Four Communities and Greenmount Water Treatment Plant, andkey interfaces with the Toowoomba to Warwick Pipeline Program.

About theopportunity

This roleoffers far more than delivery of a single program. It provides theopportunity to shape the governance, delivery model, stakeholderconfidence, and long-term success of a critical infrastructureagenda that will support growth well beyond the immediate programhorizon.

The Program Director will lead planning, governance, delivery andperformance across the EGIP program, ensuring safety, scope, time,cost, quality, risk, environmental and stakeholder outcomes areachieved. The role requires a leader who can bring discipline andmomentum to complex delivery, while also creating confidence acrossCouncil, government, regulators, contractors, delivery partners andthe community.

Key areasof focus include:

- Leadinga significant, complex and high-value infrastructure programthat will directly enable regional growth and watersecurity.
- Establishingstrong governance, program controls, reporting, risk managementand decision-making frameworks.
- Leadingcommercial, procurement, budget and contract managementstrategies across a major capital program.
- Providingclear,



practical and trusted advice to senior internal andexternal stakeholders.
- Managinginterdependencies, performance, risks and critical issuesacross multiple concurrent projects andworkstreams.
- Buildingproductive relationships with Council, government agencies,regulators, delivery partners, contractors and communitystakeholders.
- Providingvisible safety leadership and embedding a proactive WHS cultureacross planning, delivery and program performance.
- Leadingand supporting a capable program team, fostering collaboration,accountability, innovation and high performance.

About you

You will be a highly capable senior program or infrastructureleader with a strong track record delivering complex capital works,water, utilities, infrastructure, construction or developmentprograms of significant scale and consequence.

You will understand that the best candidates for this opportunitywill be in demand. You may already be leading criticalinfrastructure delivery elsewhere and looking for a role where thework is substantial, the purpose is clear, and the opportunity tomake a lasting contribution is real.

You will bring the confidence and credibility to operate in apolitically aware, stakeholder-rich environment, balancingtechnical, commercial, community and governance expectations. Youwill be comfortable engaging with executives and electedrepresentatives, while also building practical and trustedrelationships with project teams, contractors, partners, regulatorsand community stakeholders.

You will bring:

- Extensive experience leading complex infrastructure,utilities, development or capital works programs, ideallyexceeding $100 million in value.
- Strong program governance, delivery, risk and performancemanagement capability.
- Demonstrated experience managing multiple concurrentprojects and workstreams with significantinterdependencies.
- Commercial and contractual acumen across procurement,budgets, contracts and delivery models.
- Strong stakeholder engagement, communication, negotiationand influencing skills.
- A visible and practical commitment to safety leadership andWHS obligations.
- The ability to build, lead and retain high-performing teamsin a competitive skills market.
- Tertiary qualifications in Engineering,



Project Management,Construction Management, Business, Planning or a relateddiscipline.

Experience in local government, utilities, water infrastructureor large-scale public infrastructure environments will be highlyregarded. Equally important will be your ability to lead withjudgement, clarity, resilience and a genuine commitment todelivering outcomes that matter for communities.
