About the Role:

n

Are you an experienced Project Manager looking to step away from the day-to-day of site delivery, but still want to use your technical knowledge to shape winning projects?

n

This is an exciting opportunity to join a leading civil contractor in a pivotal pre-construction role, working on high-profile water and infrastructure projects across NSW.

n

The Role:

n

As Pre-Construction Manager / Bid Manager, you will take ownership of the front-end project cycle – from prospect identification through to successful tender submission.

n

You will work closely with estimators, engineers, design teams and senior management to prepare compelling bids and robust delivery strategies.

n

Key Responsibilities:

n

n
- Lead preparation of bids, tenders, and EOI submissions for Sydney Water and Infrastructure projects
n
- Develop detailed project methodologies, staging plans, and risk assessments
n
- Liaise with design consultants, subcontractors and internal stakeholders during the tender process
n
- Review and refine bid documentation to ensure compliance and competitiveness
n
- Support value engineering initiatives to deliver innovative, cost-effective solutions
n
- Contribute to pre-award client presentations and negotiations
n




- Manage bid timelines, deliverables and review gates to ensure on-time submission
n

About You:

n

n
- Proven experience as a Project Manager, Senior Project Engineer or similar within water or civil infrastructure projects
n
- Strong understanding of construction methodologies and sequencing
n
- Excellent written communication skills, with the ability to craft clear, concise, and persuasive bid responses
n
- Ability to engage effectively with internal and external stakeholders at all levels
n
- Commercial acumen and a solutions-focused mindset
n
- A background in Sydney Water or major water utility projects will be highly regarded
n
