Job Description
Your Role
n
Queensland Health (QH) is seeking an experienced Business Analyst to undertake analysis and documentation of existing clinical rostering systems and associated business processes across Hospital and Health Services (HHSs).
n
Your primary purpose is to develop a comprehensive understanding of current rostering solutions, workflows, data structures, integrations and operational practices to identify opportunities for integration with QH's Corporate Roster-to-Pay solution.
n
You will engage with a broad range of clinical operational, workforce management, payroll, ICT and vendor stakeholders to assess current-state environments, document findings, identify risks and opportunities, and develop recommendations to support future decision making.
n
Core outcomes of your engagement will be a set of documented requirements, integration considerations, options, and recommendations that inform QH's strategic approach to rostering and workforce management.
n
Key responsibilities and tasks will include:
n
- Conduct detailed analysis of existing clinical rostering systems utilised across Queensland Health facilities and services.
n
- Document current business processes, workflows, system capabilities, integrations, data flows, and reporting requirements.
n
- Develop comprehensive "As-Is" process models and supporting documentation.
n
- Review current governance, controls, approval processes, and operational practices associated with rostering activities.
n
- Develop Business Requirement Specifications (BRS), Software Requirement Specifications (SRS), Use Cases, process models, and supporting artefacts.
n
- Develop "To-Be" process models and future-state requirements to support integration with the Corporate Roster-to-Pay solution.
n
- Analyse impacts, risks, constraints, and dependencies associated with potential integration approaches.
n
- Prepare findings, recommendations, business cases, and executive‐level briefing materials.
n
- Provide advice on implementation considerations, prioritisation, and transition approaches.
n
- Produce clear and concise documentation suitable for both technical and non‐technical audiences.
n
This role will be based in Brisbane CBD but will require some travel to hospital and health services within South-East Queensland and Darling Downs.
n
Skills & Experience
n
- Previous experience as a Business Analyst delivering complex business and systems analysis engagements within large and complex organisations.
n
- Strong background in researching, analysing, and documenting Business Requirement Specifications (BRS), Software Requirement Specifications (SRS), and Use Cases.
n
- Extensive experience in business process analysis, process mapping, data analysis, and documentation of both current‐state ("As-Is") and future‐state ("To-Be") business processes.
n
- Proven ability to identify key issues,
undertake detailed research and analysis, and develop practical and effective business solutions.
n
- Highly developed stakeholder engagement, facilitation, negotiation, consultation, and communication skills.
n
- Demonstrated ability to manage competing priorities and deliver high‐quality outcomes within agreed timeframes.
n
- Excellent written communication skills with the ability to prepare detailed analytical documentation and executive‐level reports.
n
Desirable
n
- Experience working within Queensland Health or a large healthcare setting
n
- Knowledge of clinical workforce management, rostering, payroll, human resources, and finance systems.
n
- Experience analysing workforce management and roster‐to‐pay processes.
n
- Understanding of enterprise integration concepts, data flows, APIs, middleware, and system interoperability.
n
- Applied understanding of health industry legislation, standards, and regulatory requirements.
n
- Relevant tertiary qualification in Business, Information Technology, Health Informatics, Project Management or a related discipline
n
- Business Analysis certifications (IIBA, CBAP, CCBA, BABOK aligned qualifications)

- $1,025 - $1,050 per Day + 12% Superannuation (PAYG)
