Hays is currently recruiting for an experienced Business Case Development Specialist to join a large and growing program delivery team supporting a significant strategic initiative.This role will suit an individual who enjoys working at the intersection of strategy, planning, finance and project delivery, developing evidence-based business cases that support investment decisions, resource planning and organisational growth.Offering an initial 6–12 month contract with strong potential for extension or permanent employment, this opportunity provides exposure to senior stakeholders, complex programs and high-profile decision-making processes.

Your recent role

Working closely with program leaders, finance professionals and operational stakeholders, you will lead the preparation of robust business cases to secure additional resources, funding and capability to support evolving program requirements.You will gather and analyse information, develop investment proposals and provide critical insights that enable informed business decisions.Key Responsibilities

- Lead the development of business cases seeking approval for additional funding, resources and workforce capacity
- Gather, analyse and document business requirements and supporting evidence
- Develop cost-benefit analyses, investment proposals and funding justifications
- Prepare reports, presentations and approval documentation for governance and leadership forums
- Collaborate with program managers, finance teams and operational stakeholders
- Support workforce planning and resource forecasting activities




- Ensure business cases align with strategic priorities, governance requirements and organisational objectives
- Contribute to planning and decision-making processes across a significant program of work

What you'll need to succeed To be successful in this role, you will demonstrate:
- Proven experience developing business cases within complex project, program or operational environments
- Strong analytical, financial and problem-solving skills
- Experience preparing funding submissions, resource requests or investment proposals
- Ability to build compelling business cases supported by quantitative and qualitative evidence
- Excellent stakeholder engagement and communication skills
- Experience working with governance, finance and project delivery teams
- Background within government, infrastructure, utilities, transformation or large-scale organisational programs will be highly regarded
- Relevant qualifications in Business, Commerce, Economics, Project Management or a related discipline are advantageous
