CODE ENFORCEMENT OFFICER

Morehead City is seeking a dedicated Code Enforcement Officer to join its Planning and Development Department. This position helps protect the health, safety, appearance, and integrity of the community by administering and enforcing local development, minimum housing, nuisance, CAMA, and floodplain regulations.

The successful candidate will conduct field inspections, document conditions, communicate applicable requirements, and work with property owners, residents, contractors, and businesses to achieve compliance. This position requires sound judgement, attention to detail, effective written and verbal communication, and the ability to interact professionally and tactfully with property owners, residents, businesses, and the public.

Duties And Responsibilities

- Enforce various City ordinances; inspect new construction and conduct proactive inspections throughout the City for compliance with applicable zoning regulations, minimum housing standards, nuisance provisions, environmental regulations, floodplain requirements, and land use ordinances.
- Respond to and investigate citizen complaints regarding zoning, minimum housing, environmental codes, floodplain requirements. overgrown vegetation, junk vehicles, dilapidated structures, fill activities, and other potential code violations.
- Review residential plans for code compliance before permit issuance and assist with commercial plan review, when needed.
- Research a variety of code issues for possible ordinance amendments or policy changes.
- Detect and investigate code violations; issue violation notices; take appropriate enforcement action; and monitor construction sites to ensure continued compliance with submitted and approved plans.
- Review and interpret applicable provisions of regulations and explain permitting and compliance requirements to property owners, residents, contractors, businesses, and other members of the public.
- Issue development permits including fence, sign, fill, sidewalk, café, right-of-way, tent, generator, and other assigned permits.
- Assist with administration of the CAMA Local Minor Permitting program, including application review, site inspection, posting signs, photographs, complaint investigations, and required reporting.
- Update and maintain records, enter violation information and special conditions/history into the computer, and prepare and maintain correspondence, files, and reports.
- Use computerized mapping, permitting, and inspection systems to research properties, document cases, and maintain accurate records. Provide backup assistance with zoning verification letters, ABC and new-business approvals, commercial plan review, and Board of Adjustment cases, when needed or required. May be required to work outside normal work hours in on-call and emergency situations; attend occasional meetings as required.
- Perform other related duties as assigned.

Knowledge Skills And Abilities

- General knowledge of the philosophies, principles, practices, and techniques of zoning as they pertain to code administration and enforcement activities.
- General knowledge of the various codes and regulations pertaining to land use, zoning, minimum housing, nuisance abatement, floodplain management, and environmental protection. .




- General knowledge of the City’s various environmental codes.
- General knowledge of computerized mapping and permitting systems. Ability to read and interpret site plans, surveys, maps, and designs to ensure compliance with appropriate ordinances and codes.
- General knowledge of legal and administrative procedures related to the enforcement of ordinances and codes.
- Ability to conduct inspections, document conditions, investigate complaints, and enforce ordinances and regulations with firmness, tact, and impartiality.
- Ability to present the results of field inspections and research effectively in oral and written form.
- Ability to prepare clear and accurate notices, correspondence, reports, and case records.
- Ability to explain code requirements and compliance procedures clearly and professionally.
- Ability to organize and manage multiple inspections, cases, deadlines, and follow-up activities.
- Ability to establish and maintain effective working relationships with associates, government and elected officials, representatives of other agencies, property owners, contractors, businesses, and the public.

Education And Experience Position requires a High School Diploma or GED and less than one year of experience (minimal), or an equivalent combination of education and experience. Workweek of 40 hours Monday-Friday with potential for occasional monthly evening meetings. May be required to work outside normal business hours following severe weather events.
