Construction Delivery Manager - Wastewater
n
The Construction Delivery Manager – WWTP Systems is responsible for turning completed engineering designs into efficiently built, installed and handed-over wastewater treatment systems.
n
This role requires a minimum of 4-5 years of construction management experience.
n
Working within Waterform's Solve, Support, Sustain methodology, this role sits at the critical point between engineering, factory production, procurement, site construction, subcontractors and commissioning. The role ensures that large water & wastewater treatment projects are built safely, practically, commercially and with minimum fuss.
n
The role is involved early enough to influence constructability, value engineering, scope clarity, trade packaging, risk identification and construction sequencing. It then leads the construction delivery phase through to mechanical/electrical completion and supports the commissioning team up to wet commissioning, before closing out construction-related defects.

Key responsibilities
n
Front-end design and constructability collaboration
n
n
- Review engineering designs from a practical construction and site installation perspective.
n
- Identify constructability issues before procurement and site works commence.
n
- Support value engineering without compromising process performance, safety or compliance.
n
- Assist with clash detection between civil, structural, mechanical, electrical, pipework and access requirements.
n
- Work with engineering and factory production to confirm what is best built offsite versus onsite.
n
- Provide construction input into layout, access, lifting, cranage, install sequence and maintainability.
n
- Ensure design decisions consider site constraints, trade sequencing and commissioning requirements.
n
n
Budget, GMP and risk management support
n
n
- Provide practical construction input into project budgets, GMP allowances and contingency planning.
n
- Identify construction risks, unknowns and scope gaps early.
n
- Assist with trade input for budgeting and cost validation.
n
- Review site conditions, access, services, shutdown constraints and staging risks.
n
- Highlight risks relating to ground conditions, tie-ins, existing infrastructure, live plant operation, client disruption and weather exposure.
n
- Support the project manager with buildability-related risk registers and mitigation planning.
n
- Help ensure construction allowances are realistic before commitments are made.
n
n
Trade coordination and package development
n
n
- Assist in preparing clear RFQ packages for civil, mechanical, electrical, structural, craneage, insulation, cladding, pipework and other relevant trades.
n
- Ensure trade packages are complete, coordinated and aligned with the latest design.
n
- Prevent gaps or overlaps in subcontractor scope as the design evolves.
n
- Coordinate release of trade packages in line with procurement and construction schedule requirements.
n
- Work with procurement to ensure long-lead items, factory-built components and site trades are aligned.
n
- Support negotiation and review of subcontractor inclusions/exclusions from a practical delivery perspective.
n
- Coordinate early works packages where required, including site establishment, demolition, civil preparation, access works and temporary services.
n

Construction delivery and site execution
n
n
- Oversee the site delivery phase of WWTP construction projects.
n
- Manage and support site managers, supervisors and subcontractors.
n
- Ensure construction works are delivered safely, efficiently and in accordance with design, QA and project requirements.
n
- Monitor construction program, trade sequencing and site productivity.
n
- Coordinate factory-built systems arriving to site and ensure site readiness for installation.
n
- Manage daily and weekly construction priorities.
n
- Resolve site issues quickly with engineering, production, procurement and project management.
n
- Maintain strong communication with the client during construction.
n
- Ensure site works are coordinated around live operations where applicable.
n
- Drive practical problem-solving to avoid unnecessary delays, rework and commercial disputes.
n
- Ensure safety protocols, SWMS, permits, isolations and site controls are implemented.
n
- Ensure QA documentation, ITPs, checklists, hold points and inspections are completed progressively.
n
n
Program and interface management
n
n
- Develop and maintain construction input into the overall project program.
n
- Coordinate sequencing between factory production, delivery to site, civil works,
mechanical installation, electrical installation, automation, commissioning and handover.
n
- Identify program risks early and propose practical recovery options.
n
- Ensure trades are mobilised at the right time with the right information and materials.
n
- Support project managers with construction progress reporting.
n
- Escalate delays, design gaps, procurement constraints and subcontractor issues early.
n
- Coordinate site access, shutdowns, cranage, deliveries and installation windows.
n
n
Commissioning and handover support
n
n
- Support the commissioning team during dry commissioning and wet commissioning preparation.
n
- Ensure trades remain available to support commissioning requirements.
n
- Coordinate rectification of mechanical, electrical, pipework, access or installation defects.
n
- Ensure construction completion is clearly defined before commissioning responsibility transfers.
n
- Assist with punch lists, defect registers and handover documentation.
n
- Support practical completion and client handover from a construction perspective.
n
- Remain involved after wet commissioning only as required for construction-related defect rectification.
n

Required experience
n
Essential
n
n
- Strong construction delivery experience on industrial, water, wastewater, process, mechanical services or infrastructure projects.
n
- Experience coordinating civil, mechanical, electrical and pipework trades.
n
- Ability to read and interpret engineering drawings, layouts, P&IDs;, GA drawings and construction documentation.
n
- Strong understanding of site safety, QA, ITPs, permits and subcontractor coordination.
n
- Demonstrated ability to identify design gaps, scope gaps and constructability issues.
n
- Experience managing site supervisors, subcontractors and installation teams.
n
- Strong practical problem‐solving ability.
n
- Comfortable working on projects from approximately $1 million to $15 million.
n
- Solid communication skills with clients, trades, engineers and project managers.
n
n
Highly regarded
n
n
- Experience with WWTPs, DAFs, MBRs, clarifiers, balance tanks, chemical dosing, sludge handling, pump stations or packaged treatment systems.
n
- Experience with modular or factory-built process systems.
n
- Experience working around live industrial facilities.
n
- Mechanical trade, plumbing, fabrication, electrical, construction management or engineering background.
n
- Experience with GMP, D&C; or design-and-construct project environments.
n
- Wastewater treatment plant construction experience is preferred for this role.
