The Role EL 1 Assistant Director The EL 1 Assistant Director will support the financial management of Capital Facilities and Infrastructure Branch’s (CFI) capital works program.

This includes

- Identifying, understanding and applying relevant financial policy including the Accountable Authority Instructions, Defence Financial Delegations and Defence Accounting Policy Framework.
- Developing and maintaining Branch resources, templates and processes that relate to financial management.
- Providing support and training to CFI Project Teams in using corporate financial systems.
- Providing support and training to CFI Project Teams in undertaking financial activities including preparing PGPA Section 23(3) Commitment Approval minutes, managing Purchase Orders and Outline Agreements, receipting goods, processing invoices, rolling-out assets and financially closing projects.
- Conducting assurance activities to identify and report financial non-compliances.
- Managing financial tasks including Asset Demolition Reporting, Assets Under Construction Reporting, and Decontamination Reporting.

EL 1 Project Director The EL 1 Project Director will be responsible for managing the planning, development and, subject to approval, delivering of major capital works projects for the Department of Defence from within one of the Branch’s project delivery directorates. You will be the client-side project manager, responsible for managing your assigned projects on behalf of Defence as the client, and working closely with industry who will design, cost and construct project works. This will require you to:

- Develop project plans;
- Engage stakeholders;
- Procure industry and administer industry contracts;
- Conduct financial management activities;
- Conduct reporting,



governance and assurance activities;
- Respond to routine and ad-hoc taskings;
- Manage project risks and issues;
- Obtain Departmental, Government and Parliamentary approvals; and
- Progress project objectives against approved schedule, scope and budget parameters.

You will lead a Defence project team, comprised of APS and/or Military personnel, that works collaboratively with industry across each assigned project. You will work under limited direction from an EL 2 Director, and you will have a level of delegated authority to make decisions on behalf of the Branch and the Commonwealth. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP).

This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. Security and Estate Group (SEG) is the consolidated security and service delivery organisation for Defence. SEG is part of the Associate Secretary Group and is responsible for protecting and advancing Defence’s strategic interests through the provision of security and estate services. The Group has a budget of over $6.6 billion and around 1,900 APS and 150 ADF staff, along with numerous contracted service providers.





Within Security and Estate Group, Capital Facilities and Infrastructure Branch is responsible for planning, developing and delivering major capital works projects across the Defence estate. This includes estate projects, which maintain and upgrade Defence bases, and the facilities elements of capability projects, which provide new and/or refurbished infrastructure to support new Defence platforms, systems and equipment.

Facilities and Infrastructure Branch has project delivery directorates, which deliver assigned projects, and enabling directorates, which provide support.
