Primary objective

Provide strategic leadership for the Infrastructure Maintenance branch to support the delivery of the Department’s infrastructure repairs and maintenance program across the Northern Territory. Provide high-level leadership to the Maintenance Branch, including Hospital

Engineering Services, Defence Accommodation Precinct, and the Engineering Functional Group in emergency situations, ensuring effective, timely, and compliant maintenance services aligned with government priorities and standards. Oversee repairs, cyclical, reactive,

and emergency maintenance, ensuring operational excellence in a resource-constrained environment.

Context statement The Executive Director Infrastructure Maintenance operates within a complex environment, managing a significant portfolio of repairs,

maintenance, and emergency response activities across the Northern Territory.



The role requires robust contract, project and emergency management expertise, leadership in disaster response, and the ability to manage competing priorities with agility.

The Executive

Director collaborates closely with internal teams, contractors, government agencies, and industry partners to ensure maintenance programs meet governance, compliance, and operational standards while responding effectively to unplanned events and emergencies.

Key duties and responsibilities

1. Drive a culture of achievement through constructive leadership practices focused on improving the effectiveness and efficiency of

client-focused maintenance services; provide executive leadership and management to the Maintenance Branch, ensuring agility and responsiveness to changing priorities contributing innovative ideas, solutions, and leadership to support departmental goals.

1. Provide high-level strategic advice to a broad range of stakeholders on complex and sensitive infrastructure repairs and maintenance

initiatives, policies, and service matters; lead strategic procurement and contracting opportunities, overseeing the development and implementation of business improvement strategies and projects.
1. Participate in relevant committees and foster effective collaborative partnerships with diverse stakeholders, including government

agencies, contractors, industry bodies, and community groups, to support coordinated and effective maintenance delivery.
1. Oversee the Engineering Functional Group’s emergency and disaster management response related to built infrastructure assets,

including reporting,



perform the role of Engineering Group Lead and actively participate in the Senior Officers of Government group reporting to the Territory Emergency Operations Controller.
1. Prepare and review high-level documentation such as Ministerial, Legislative Assembly briefings, and Cabinet submissions to support

informed decision-making and accountability.

Selection criteria

Essential

1. Proven experience providing high-level strategic advice on complex and sensitive infrastructure repairs and maintenance initiatives,

policies, and service matters.
- Demonstrated knowledge and hands-on experience leading in emergency and disaster management within an infrastructure context.
- Strong leadership skills in managing diverse, geographically dispersed, multi-disciplinary teams, with the agility to reprioritise and respond effectively to changing operational demands.
- Detailed knowledge of contemporary best practices in procurement and contract management, including understanding of government and legislative requirements, contract conditions, and developing and managing cyclical and reactive maintenance contracts.

1. Proven executive-level experience in financial, asset, resource, and program management, with a clear understanding of government

business cycles and fiscal responsibilities.
1. High-level communication, negotiation, and stakeholder management skills, with the ability to influence positive outcomes under

political and media scrutiny, and to manage complex internal and external relationships.
1. Extensive knowledge of the building industry, design, construction, and maintenance techniques, combined with a strong

understanding of relevant legislation, standards, and local industry dynamics.
1. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination of

substantial relevant senior executive experience and education/training relevant to the duties of the role.
