As the independent system operator, Pilbara ISOCo helps shape how the Pilbara electricity system develops and operates—protecting system security, improving coordination, administering regulatory frameworks and supporting the investment needed for renewable generation, industrial electrification and future growth.
From the outset, you will work closely with experienced specialists, industry leaders and government stakeholders on regulatory decisions and reform initiatives with real consequences. About Pilbara ISOCo Limited
Pilbara ISOCo is the independent system operator for the North-West Interconnected System (NWIS), an electricity grid consisting of around 1,360 km of transmission lines across three interconnected networks and serving mining, industrial, commercial and residential loads in Western Australia’s Pilbara region.
Appointed under Western Australian legislation, Pilbara ISOCo plays a critical role in promoting the safe, reliable and efficient operation of the Pilbara electricity system while supporting the region’s economic growth and energy transition.
As a not-for-profit organisation, Pilbara ISOCo works collaboratively with industry participants, government agencies and network operators to maintain power system security, coordinate network planning, administer regulatory frameworks and enable greater integration of new energy technologies across the Pilbara.

About the Role
As Regulatory Officer, you will coordinate and support Pilbara ISOCo’s regulatory, governance and stakeholder engagement functions. Working closely with experienced colleagues, you will manage defined workstreams across regulatory reform, rule development, consultation processes and long-term planning activities that support the safe, reliable and efficient operation of the NWIS.
This is a unique opportunity to contribute directly to the evolution of Western Australia’s energy sector as the Pilbara electricity system undergoes significant growth, reform and decarbonisation. You will support the development of regulatory policy, coordinate stakeholder consultation and help manage rule and procedure change processes that shape the future operation of the NWIS.
Working across a small and highly collaborative organisation, you will provide dedicated regulatory capability to support Pilbara ISOCo’s expanding responsibilities and reform agenda.
Key responsibilities include
- Coordinate Rule Change and Procedure Change processes in accordance with the Pilbara Network Rules, including developing Pilbara ISOCo positions, preparing consultation papers, analysing stakeholder submissions and drafting recommendations and decision reports.
- Coordinate stakeholder engagement with industry, government agencies and other interested parties,
maintaining constructive and professional working relationships.
- Support long-term planning and reporting functions by coordinating inputs, managing information requests and working with external consultants and stakeholders.
- Coordinate the preparation and delivery of the Regime Effectiveness Report and other regulatory performance reporting requirements.
- Monitor, analyse and respond to emerging regulatory reform initiatives affecting the Pilbara electricity sector and the wider Western Australian energy market.
- Undertake regulatory analysis of exemption applications and proposals under the Pilbara Network Rules, Harmonised Technical Rules, Metering Code and Customer Transfer Code, assess potential impacts and develop recommendations.
- Contribute to regulatory reports, briefing papers, presentations and Board materials.
- Support Pilbara ISOCo’s participation in broader electricity reform initiatives, including coordination, reporting and strategic policy development.
About the Applicant
We are looking for a curious, capable and motivated professional who can interpret complex rules, turn analysis into clear advice and work constructively with stakeholders. You may bring experience from energy, economic regulation, government, infrastructure, utilities or another highly regulated sector. Direct electricity-market experience is welcome but is not essential if you have strong transferable regulatory, policy or analytical capability.
Applicants should bring the following qualifications and attributes:
- A tertiary qualification in law, economics, commerce, engineering or a related discipline.
- Relevant experience in a regulatory, policy, government, infrastructure or energy-related role, with the capability to independently analyse issues, coordinate inputs and prepare high-quality written advice.
- Strong analytical and research skills, with the ability to interpret legislation, rules, policies and complex technical information.
- Clear and confident written and verbal communication skills, including the ability to prepare reports, briefing papers, consultation documents and presentations for different audiences.
- Strong stakeholder engagement and relationship management skills, with the confidence to work collaboratively across industry, government and other organisations.
- Well-developed organisation and project coordination skills, with the ability to manage multiple priorities and meet deadlines.
- Attention to detail and a commitment to producing accurate, high-quality work.
- Sound judgement, initiative and the ability to identify issues and develop practical recommendations.
The following would be advantageous:
- Knowledge of economic and utility regulation frameworks, electricity markets and/or energy policy.
- Experience supporting consultation, policy development or reform processes.
- An understanding of the Western Australian energy sector or a strong interest in the evolving Pilbara electricity market.
