People Services Branch is looking for experienced, qualified, high performing and motivated human resources (HR) specialists, in either the capability development, recruitment or entry level programs functions, with capabilities at the APS6 level to fill a number of vacancies.
The Capability Development Team delivers learning and development initiatives and organisational development programs that enhance organisational culture, capability, and employee development. The team is responsible for undertaking research, procuring and developing learning content, and coordinating project activities to ensure programs are high quality, aligned to organisational priorities, and responsive to workforce needs. The team uses learning management systems to manage and provide insights to support continuous improvement and effective workforce planning.
The Recruitment and Entry Level Team plays a key role in helping the department attract, recruit and retain a capable and diverse workforce. The team partners with business areas to deliver end-to-end recruitment services and support the department in meeting its operational objectives. The team oversees the entry level program function, supporting participants across the HR lifecycle. The team provides expert advice, manages recruitment processes and entry level programs, promotes best practice, and works to ensure a positive experience for both candidates and hiring managers.
The key duties of the position include:
- develop capability building initiatives utilising adult learning principles,
APS Continuous Learning Model and evaluation approaches
- research innovative recruitment strategies/channels and develop creative solutions to attract highly capable candidates with regard for broader APS recruitment strategies
- support the delivery of key projects and contribute to the achievement of business objectives, while also supporting day-to-day operations such as induction, recruitment and entry level program activities
- engage with external and internal stakeholders and provide specialist advice, including sensitive staffing matters
- assist with the management of outsourced services including staff relocation or capability development programs
- identify continuous improvement opportunities for training solutions and contribute to the enhancement of training policies, systems, and procedures
- prepare and contribute to reporting products for ministerial, parliamentary and senior executive audiences
- effectively manage and develop a team of HR Professionals.
