Job Description Position: Commercial Lead Security Clearance: Positive Vetting (TS-PV) Job Description: The Commercial Lead Resource will support the Program and work closely with a number of Defence departments to enable the delivery.
The role involves providing expert advice and support in procurement planning, tendering, and contract formation, ensuring compliance with legislation, procurement policies, processes, and procedures.
Key Responsibilities: • Provide advice and support for procurement planning, tendering, and contract formation, ensuring compliance with relevant legislation and policies.
• Generate and review strategic and complex contracting correspondence, providing high-level advice on commercially sensitive and technically complex reports and documents.
• Guide and mentor others on technical and commercial risk principles and performance management frameworks related to procurement and contracting activities within Defence.
• Collaborate with stakeholders and subject matter experts to develop and lead strategies addressing complex contracting issues.
• Evaluate and design mitigation strategies for risks associated with complex procurement and contracting activities, contract performance, and compliance with legislative and policy frameworks.
• Design and implement cutting-edge solutions for complex and strategic procurement contracting issues.
• Provide subject matter expertise to support contract negotiations as required.
• Develop Offer Definition and Improvement Activities and negotiation strategies.
Deliverables: • Advice and guidance in support of procurement planning, tendering, and contract formation, ensuring compliance with legislation, procurement policies, processes, and procedures.
• Lead in the commercial strategies and drafting of commercial content for key project documents and artefacts, including industry engagement activities, risk assessments, tender evaluation strategies, and contract negotiation documentation.
• Ensure all activities and documentation meet the standards and schedules required by CASG, JSD,
and the capability manager.
• Provide a knowledge transfer service component, sharing skills and experience with Defence staff.
• Communicate, consult, and collaborate with other Commercial Function services to provide optimised integrated commercial support.
Required Qualifications Experience • Demonstrated experience in delivering complex procurement and contracting services within Commonwealth agencies.
• Proven track record in developing procurement documentation and managing end-to-end tender processes.
• Strong understanding of CPRs, and departmental procurement frameworks.
• Experience in contract management, including performance monitoring and compliance assurance.
• Excellent stakeholder engagement and communication skills.
• Relevant tertiary qualifications in law, commerce, public administration, or a related field.
Desirable Attributes • Experience with Defence or Industry portfolios, particularly in high-value or high-risk procurement environments.
• Familiarity with ASDEFCON templates and Defence Protected Network protocols.
• Ability to work collaboratively in multi-disciplinary teams and manage competing priorities.
• Strategic thinking and ability to deliver value-for-money outcomes in complex regulatory environments.
