This is an exciting chance to lead the estimating function on major water infrastructure tenders, including desalination plants, drinking water treatment facilities, wastewater treatment plants, pumping stations and complex electromechanical infrastructure. About the Role

Reporting to the General Manager - Business Development, you will lead the estimating function for complex infrastructure bids, with a particular focus on mechanical, electrical and process infrastructure within the water sector. You will be responsible for developing robust first-principles estimates, managing commercial risk, coordinating multidisciplinary estimating activities and presenting strategic cost proposals that support successful tender outcomes.

Key Responsibilities

- Lead the preparation of accurate, competitive cost estimates for major water and wastewater infrastructure projects.
- Develop first-principles estimates across mechanical, electrical, civil and process disciplines.
- Complete detailed quantity take-offs, cost planning and forecasting.
- Coordinate pricing submissions from subcontractors and suppliers.
- Manage multiple tender submissions concurrently while meeting critical deadlines.
- Identify, assess and manage commercial and project risks throughout the bid lifecycle.
- Develop estimate basis documentation, Work Breakdown Structures (WBS) and cost reports.
- Present estimates and commercial recommendations to senior leadership.
- Collaborate closely with engineering, procurement, commercial and project delivery teams.




- Support seamless transition from tender phase into project delivery following successful contract award.
- Maintain and improve estimating systems, processes and historical cost databases.

About You

You are an experienced infrastructure estimator with strong technical capability and the confidence to lead complex bids from concept through to submission.

You will bring:

- Extensive estimating experience within water, wastewater or major infrastructure projects.
- Demonstrated expertise in first-principles estimating.
- Strong knowledge of mechanical and electrical systems, including pumps, process equipment, power distribution, instrumentation, SCADA and commissioning.
- Experience pricing multidisciplinary infrastructure projects within collaborative delivery environments.
- Excellent commercial acumen and risk management capability.
- Strong communication, stakeholder engagement and leadership skills.
- The ability to influence outcomes and work effectively with internal teams, consultants and subcontractors.
- Approximately 7-10 years' experience in estimating, commercial or bid management roles on complex infrastructure projects.
