About the role:

Our Perth Utilities client is seeking an experienced Program Delivery Lead to drive the implementation and embedding of the ITG Operating Model and New Ways of Working. The role will lead the transition from organisational design change to practical, sustainable adoption of an agile, platform-based technology operating model.

The successful candidate will bring structure, pace and integration to a multi-workstream transformation program, ensuring governance, decision rights, delivery practices, prioritisation, performance reporting, capability uplift and change adoption are designed, rolled out and embedded across ITG.

What the role will involve:

- Lead the end-to-end delivery of the ITG Operating Model Program.
- Finalise and implement the remaining areas of operating model design and organisational design.
- Define how the ITG Operating Model integrates with other parts of the Corporation, including key interfaces, handoffs and accountabilities.
- Develop a comprehensive change strategy and communications plan that helps key audiences connect with the change and build the capabilities required to adopt and embed new ways of working.
- Mobilise and coach the extended leadership team to lead embedment of new ways of working within their teams.




- Establish and manage an integrated roadmap across operating model design, governance, performance, tooling, capability and change workstreams.
- Translate operating model concepts into practical ways of working, artefacts, routines, roles and accountabilities.
- Clarify decision rights, governance pathways, escalation points and delivery rhythms.
- Coordinate program risks, dependencies, issues, milestones and benefits realisation.
- Facilitate senior leader workshops to resolve ambiguity, align priorities and maintain delivery momentum.
- Partner with platform leaders, enterprise architecture, PMO, governance, risk, change, commercial and delivery teams.
- Ensure adoption is actively managed and embedded, not treated as communications-only change.

Key skills and experience:

Essential Experience

- Proven experience designing and rolling out Agile Operating Models within complex technology organisations.
- Demonstrated experience moving organisations from traditional project-based delivery to product, platform, value-stream or SAFe-aligned delivery models.
- Experience establishing agile governance, delivery frameworks, prioritisation models, decision rights and operating rhythms.
- Solid understanding of lean governance, portfolio management, work intake, dependency management and benefits tracking.
- Track record leading transformation programs involving people, process, governance, tooling and behavioural change.




- Experience working directly with executives and senior leaders through significant organisational change.
- Strong workshop facilitation, stakeholder engagement, communication and influencing skills.
- Ability to create structure and momentum in ambiguous environments without adding unnecessary bureaucracy.

Highly Desirable Experience

- Experience in utilities, public sector, regulated or highly governed environments.
- Experience implementing Lean Portfolio Management, SAFe or scaled agile practices.
- Experience with platform operating models, product-led delivery structures or Agile Release Trains.
- Familiarity with Jira, Confluence and enterprise portfolio reporting practices.
- Experience embedding audit-ready governance, risk and compliance controls within agile delivery environments.
