EXPRESSION OF INTEREST

Subcontractors – Network Asset Inspection Services (Western Australia)

Genus Services Pty Ltd is preparing a proposal in response to Western Power's Request for Proposal – Provision of Network Inspection Services and is seeking Expressions of Interest from experienced subcontractors to support the delivery of the works.

Our primary focus for this EOI is ground-based asset inspection.

The Opportunity

Western Power is going to market for the inspection of its distribution network assets across Western Australia, with service delivery commencing in FY28. Indicative volumes have been provided by Western Power for the period 2028–2033.

This represents a substantial, long-term, high-volume field services program with recurring annual workloads across metropolitan and regional Western Australia.

Field scope includes:

- Site access, workplace risk assessments and pre-inspection activities
- Initial visual inspection of poles, pole tops and secondary assets, recording defects against Western Power Condition Catalogues
- Pole base inspection above and below ground level
- Termite inspection, recording and on-the-spot chemical treatment
- Immediate reporting of fault conditions to Western Power's Emergency Fault Line
- Site clean-up, waste removal and disposal in accordance with Western Power's waste management requirements
- Data capture, QA/QC and delivery via nominated field mobility tools

Supporting and Adjacent Packages

We also welcome EOIs from providers with capability in:

- Vegetation inspection and scoping
- Thermographic surveys
- Pole Top Inspection – aerial imagery capture, desktop defect identification and image-based asset inspection
- LiDAR Survey and Data Processing – transmission and distribution corridor capture, classification and modelling

Mandatory Qualifications and Accreditations

Asset inspection personnel:





- Current electrical qualification and UET20621 Certificate II in Asset Inspection and Testing (or higher)
- Western Power Network Inspector Training Course
- Electrical potential testing: qualified Linesperson (Certificate III in ESI – Power Systems – Distribution Overhead) or Licensed Electrician
- Termite treatment: current licence issued by the WA Department of Health
- Western Power Basic Network Authority
- Green Card certification
- Basic Fire Extinguisher training
- Bush Fire Awareness training
- 'Safety Leadership for Supervisors' training (RTO-delivered) for all supervisors and persons in control at a location
- Current First Aid certification

What We Are Looking For

We are seeking subcontractors who can demonstrate:

1. Capability – proven delivery of utility asset inspection or comparable field services, ideally within an Australian electricity distribution network
2. Capacity – crew numbers, plant, vehicles and mobilisation capability
3. Coverage – nominated regions of interest (metropolitan Perth and/or regional depot areas across the South West Interconnected System)
4. Safety – a mature, auditable HSE management system, current safety statistics (TRIFR/LTIFR) and a clean regulatory record
5. Quality – documented QA/QC processes covering data capture accuracy, defect coding consistency and rework management
6. Systems – competency and training registers with expiry tracking and field mobility data capture experience
7. Compliance – appropriate insurances (public liability, workers' compensation, motor vehicle and professional indemnity, as applicable)



and financial capacity to sustain a multi-year program

3. Relevant experience, with three referees (organisation, contact name, position, phone and project)
4. Available crew numbers, personnel qualifications summary, and plant and equipment schedule
5. Current HSE management system summary and safety performance statistics
6. Certificates of currency for all insurances
7. Aboriginal business/local content credentials, where applicable
8. Indicative rate structure (per pole, per span or per unit) – indicative only at this stage

- This is an Expression of Interest only. It does not constitute an offer, a contract or a commitment to engage any party.
- All work packages are conditional upon Genus Services Pty Ltd being awarded a Deed of Standing Offer by Western Power and upon Western Power subsequently issuing Orders.
- All subcontract engagements will be subject to Western Power's approval of subcontractors, satisfactory pre-qualification and flow-down of Western Power's contract terms and conditions.

- Information provided by respondents will be treated as commercial-in-confidence and may be included, with your consent, in our proposal to Western Power.
