About the Role:

The Operations Manager is responsible for managing the general operations associated with delivery of Biripi’s statutory Out of Home Care (OOHC), Restoration, and standard Casework Support activities under the Permanency Support Program (PSP), funded by the Department of communities and Justice (DCJ), whilst meeting all legal requirements under the Children and Young Persons (Care and Protection) Act 1998 and the Children and Young Persons (Care and Protection) Regulation 2012.

The key objectives of the role include:

- Support the Principal Officer to deliver high quality, culturally safe and appropriate OOHC programs that meet the needs and Case Plan Goals of CYP, carers, kin, and community.
- Achieve and maintain all appropriate Office Children’s Guardian (OCG) accreditation requirements.
- Manage the implementation and evaluation of all restoration and Casework Support services.
- Ensure compliance with budgets and funding guidelines.
- Mentor, lead and manage the BACS team to ensure all staff are engaged in therapeutic practice to achieve all CYP plan goals and objectives.
- Ensure all CYP records are managed in accordance with best practice principles – Records must be created, accurate and reliable, authentic and have integrity, useable, accessible, and stored and disposed of appropriately.
- Attend Community forums and other PSP related events to identify growth opportunities and contribute towards PSP quality improvements.
- Manage the development, implementation, and evaluation of continuous improvement actions.




- Understand and promote the varied and complex requirements of PSP service delivery including, Aboriginal Placement Principles, Voice of the Child, Leaving Care, and all aspects of Child-Safety such as Risk of Significant Harm and Mandatory Reporting.
- Manage carer complaints, feedback and investigations according to Biripi policies and procedures.
- Build relationships and networks with the community and other external stakeholders to ensure support and recognition of Biripi ACMC.
- Ensure that BACS staff are making considered, appropriate and timely decisions for the children, young people and families we work with.

Essential Criteria:

- Tertiary qualifications in Community Services or related field.
- Significant experience (at least 5 years) in the OOHC and child protection sector with excellent understanding of standards, legislation and requirements.
- Commitment to working with Aboriginal communities, children and young people.
- Ability to maintain professionalism and the utmost confidentiality in a complex, close knit community.
- Demonstrated ability to lead and develop robust, responsive, and responsible teams.
- Experience managing child-safety matters, including mandatory reporting and reportable conduct.
- Knowledge of Aboriginal Placement Principles.
- Available for on-call to support CYP, the PSP team, and carers out of hours, when required.
- Demonstrated knowledge and understanding of PSP casework practice.
- Demonstrated experience in managing budgets.




- High level of computer literacy including a sound working knowledge of Microsoft Office Software and ability to use Biripi’s CYP information management applications and systems.
- Ability to navigate, maintain, and input data into ChildStory to minimise non-compliance.
- Ability to hold all relevant security clearances including the National Police Check and Working with Children clearances.
- Current valid Driver’s Licence.
