Overview of role:
Reporting to the Manager Financial Planning & Regulation, the Senior Finance Analyst is the consolidation hub of our Financial Planning & Regulation team.
Working closely with Finance Business Partners and the Senior Regulatory Analyst, you'll be responsible for bringing together the whole-of-business financial picture, ensuring financial data integrity and delivering high-quality reporting, forecasting and analysis to support decision-making across the organisation.
This role combines financial planning, regulatory reporting, systems improvement and strategic analysis, making it ideal for someone who thrives on accuracy, collaboration and continuous improvement.
Key Responsibilities:
- Lead the development and maintenance of consolidated budgets, forecasts and financial models that support Coliban Water's strategic and operational decision-making.
- Produce the organisation's five-year Corporate Plan financial statements, including the Income Statement, Balance Sheet, Cash Flow Statement and key financial ratios.
- Deliver monthly actual versus budget variance analysis, identifying key financial movements, risks and opportunities.
- Maintain rolling 12-month forecasts and cash flow projections to support financial sustainability and liquidity management.
- Ensure the integrity, accuracy and consistency of financial information used in corporate, management and regulatory reporting.
- Prepare forward-looking financial reports, analysis and insights for Executive Leadership and the Board.
- Support business-wide decision-making through financial analysis, modelling and performance monitoring.
- Assist in the preparation of annual Regulatory Accounts and ensure the accuracy of financial submissions to government agencies and regulators.
- Coordinate financial data for industry benchmarking activities, pricing submissions and regulatory reporting requirements.
- Build and maintain effective relationships with key stakeholders, including the Essential Services Commission (ESC), Department of Treasury and Finance (DTF), Department of Energy, Environment and Climate Action (DEECA),
and industry bodies.
- Lead improvements to Oracle-based financial reporting and modelling processes, driving greater automation and efficiency.
- Review financial systems data integrity, investigate discrepancies and resolve coding or processing issues.
- Support finance governance, internal controls, compliance activities and continuous improvement initiatives across the finance function.
- Collaborate with Finance Business Partners and the broader finance team to enhance financial processes, data quality and organisational capability.
About you:
You will bring:
- Tertiary qualifications in Accounting, Finance or a related discipline.
- Extensive experience in financial planning, management accounting, budgeting, forecasting and financial reporting.
- Strong financial modelling, analytical and problem-solving skills.
- Advanced Microsoft Excel skills and strong attention to detail.
- Excellent communication and stakeholder engagement capabilities.
- A proactive, cooperative approach and commitment to continuous improvement.
- CPA or CA qualification (desirable).
- Experience in regulatory accounting, asset accounting, treasury management, financial risk and controls (highly regarded).
- Experience with Oracle, OnePlan and/or Power BI (desirable).
- Exposure to public sector, utilities, infrastructure or other regulated environments (advantageous).

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 5 $115,162 - $143,967 plus superannuation salary range will be offered to the successful candidate commensurate with their skills and experience.
This role is a Fulltime Ongoing/ Fixed term position.
