About The Role
This is an opportunity for an experienced Change Manager to contribute to a significant data and technology program within a complex public sector environment. The role will focus on helping people understand, prepare for and adopt new technology, processes and ways of working.
You will operate across project teams, business stakeholders and technical specialists, translating complex information into practical messages and activities that support readiness and adoption. The position combines strategic change planning with hands‐on delivery, making it well suited to someone who enjoys working closely with stakeholders and turning transformation plans into measurable outcomes.

Key Responsibilities




Develop practical change strategies and implementation plans aligned with program milestones
Assess how technology and process changes will affect different stakeholder groups
Build and maintain strong relationships with business, technical and operational stakeholders
Translate technical and data concepts into clear, accessible communications
Coordinate stakeholder briefings, workshops, demonstrations and consultation sessions
Develop user-focused materials including guides, FAQs, presentations, newsletters and digital content
Plan and coordinate training and capability-building activities
Support business readiness and transition activities ahead of implementation
Identify resistance, communication risks, dependencies and adoption barriers
Work with project teams to address change impacts and stakeholder concerns
Establish feedback mechanisms to understand user sentiment and emerging issues
Track adoption, engagement and readiness indicators and provide progress reporting
Provide advice to project leadership on change risks, stakeholder considerations and communication approaches
Support reinforcement activities to help embed new tools, processes and behaviours
Maintain accurate change documentation, stakeholder records and delivery artefacts
Contribute to continuous improvement of change management practices across the program
About You
Demonstrated experience delivering change, communications or stakeholder engagement initiatives within technology, digital, data, systems or business transformation environments
Strong understanding of organisational change principles and adoption practices
Experience developing and implementing change plans across complex projects or programs
Proven ability to conduct stakeholder, impact and readiness assessments
Strong experience designing and coordinating training, workshops and capability-building activities
Excellent written and verbal communication skills, with the ability to simplify complex information for varied audiences
Confident facilitator who can engage technical and non-technical stakeholders




Strong influencing and relationship management capability across different levels of an organisation
Ability to manage competing priorities, deadlines and stakeholders in a fast-paced environment
Experience working within government, regulated or highly complex organisations will be highly regarded
Experience supporting data, digital transformation, enterprise systems or technology programs will be advantageous
Familiarity with structured change methodologies such as Prosci, ADKAR or similar approaches is desirable
Relevant tertiary qualification in change management, communications, business, organisational psychology, information technology or a related discipline is desirable
Strong proficiency with Microsoft Office, collaboration and digital communication platforms
Demonstrated ability to work autonomously while contributing effectively within multidisciplinary project teams
