About the BranchThe Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity.
The branch complements the scheme-focus of other agency divisions by providing digital services for internal and client-facing systems and facilitating strategic communications and client engagement through the agency's website and contact centre.
In addition, the Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, risk management and assurance, facilities management and human resource management.
About the SectionThe Human Resources, Security and Facilities section are responsible for operational and strategic people related matters for the agency.
We support the agency to achieve its purpose through providing business focussed advice and support, and we strive to continuously improve the quality of our services and ensure that our workplace respects and meets the needs of all employees.
The section has responsibility for three distinct and significant functions:
The Human Resources function supports the attraction, retention and development of a highly skilled, motivated and engaged workforce.
The Security function manages protective and physical security as directed in the Protective Security Policy Framework (PSPF).
The Facilities function manages our property and facilities in accordance with government and industry guidelines.
The key duties of the position include:Under limited direction and with a sound understanding of employment related legislation, policies and processes, you will:
Manage the Recruitment function under the general direction of the Manager – Recruitment and Workforce Analytics
Provide leadership and supervision to a small team, including managing workload and performance, building team capability by sharing recruitment knowledge and providing leadership, coaching and training to team members
Coordinate business as usual recruitment activities from end-to-end, including:
Ensuring the agency's compliance with the relevant legislation such as the PS Act, Commissioners Directions and Fair Work Act
Undertaking media advertising and understanding of the appropriate media channels and processes to use
Consistently review recruitment activities to ensure a smooth candidate experience and make improvements as needed
Undertake SES recruitment under the guidance of the Manager – Recruitment and Workforce Analytics, including procuring external service providers
Provide accurate and timely advice on complex recruitment issues
Develop resources and support internal training providing advice and guidance on best practice recruitment
Undertake enhancements to the eRecruitment system and other recruitment processes to improve agency efficiency and automation
Encourage workplace diversity through recruitment initiatives designed to increase the diversity of our workforce
Support the Senior HR Advisor – Entry Level Programs in the delivery of recruitment for entry level programs
Build and maintain internal and external stakeholder relationships within the section, the Agency and the APS more broadly to achieve work area and agency goals
Provide back up support to other functions within the section as required
Knowledge, Skills and AttributesThe following requirements are essential:
A high level of experience in using Application Tracking Software (ATS) such as Acendre to manage recruitment
Demonstrated highly effective time management and coordination skills to manage multiple tasks and changing priorities
Excellent written and verbal communication skills with a high level of attention to detail
A well-developed understanding of the legislation and other guidance relevant to recruitment in the Australian Public Service
The following requirements are highly desirable, but not essential:
Tertiary qualifications in Human Resources or related fields
EligibilityThe Public Service Act **** requires all people joining the Australian Public Service to be Australian citizens.
You will be asked to declare your citizenship status as part of the application process.
We will conduct pre-employment checks before we offer you employment.
For us to do this, you will be required to supply certified copies of identity documents.
It is a condition of employment with the Clean Energy Regulator that you can obtain and maintain a security clearance to the level applicable to the position.
If you are offered a role and do not already hold a security clearance at or above level applicable to the position, you will need to undertake the security clearance process before you can commence employment.
Any employment offer will be contingent upon obtaining this clearance.
