An exciting prospect is available for an experienced Capital Planning Master Scheduler to support the development and management of a Council's long-term infrastructure investment program.This is a strategic role focused on the planning, prioritisation and sequencing of Council's 10-Year Capital Works Program, ensuring infrastructure investment is aligned with asset management requirements, community needs, strategic priorities and long-term financial sustainability.About the role:You will be responsible for developing and maintaining an integrated capital program across planning, design, approvals, procurement and delivery.Working closely with asset management, infrastructure and project delivery teams, you will identify project dependencies, resource constraints and delivery risks while developing multi-year forecasts to support investment and funding decisions.You will also provide high-quality reporting and advice to senior management and Council and facilitate cross-functional planning and program review workshops.Key responsibilitiesLead the annual development and ongoing review of the 10-Year Capital Works ProgramMaintain a prioritised pipeline of renewal, upgrade, compliance and growth projectsDevelop and maintain integrated capital program schedules and delivery forecastsAnalyse asset condition, risk, lifecycle and financial data to inform investment prioritiesIdentify project dependencies, resource constraints and program risksDevelop program scenarios to support funding and investment decisionsPrepare reports,
dashboards and recommendations for senior management and CouncilSupport asset renewal modelling and long-term investment strategiesFacilitate capital planning workshops across Council departmentsImprove capital planning systems, processes, data quality and reportingAbout you:You will be an experienced capital planning, asset management, infrastructure planning or program management professional with a strong understanding of how local government plans and invests in infrastructure.You will bring:Experience developing and managing long-term capital or infrastructure programsStrong understanding of local government asset management principlesExperience with program scheduling, forecasting and dependency managementStrong financial modelling and data analysis capabilityExperience preparing executive-level reports and recommendationsExcellent stakeholder engagement and workshop facilitation skillsAdvanced Microsoft Excel and Power BI capabilityExperience with asset management, GIS, ERP or portfolio management systemsKnowledge of IPWEA asset management principles and local government capital works governanceA relevant degree in Engineering, Asset Management, Project Management, Planning, Finance, Economics or a related discipline is required, along with a current Victorian Driver Licence.Why apply?
