About QCEC

The Queensland Catholic Education Commission (QCEC) is looking to appoint a new Executive Director to be its chief executive officer and to provide inspirational and strategic leadership to the Queensland Catholic education sector and QCEC Secretariat.

QCEC serves the mission of the Catholic Church to advance Catholic education by leading, collaborating, and advocating for the common good. QCEC is the peak strategic body supporting five Diocesan Catholic school authorities and 18 Religious Institutes and other incorporated bodies which, between them, operate a total of 312 Catholic schools that educate more than 156,000 students in Queensland and employ almost 22,000 staff.

QCEC provides leadership to the sector as the entity recognised as the approved funding authority by the Australian and Queensland governments. The Queensland Bishops delegate QCEC prime responsibility for state-wide high-level policy making and collaborative action in several key areas including funding and funding agreements, government relations, advocacy, data and research, industrial relations and communications at the system level.

The 2020 – 2023 Strategic Plan outlines the vision, mission, and major objectives for QCEC. Organisational values of Integrity, Justice, Hope, Collegiality and Service are central to all that QCEC does.

The Executive Director

The Executive Director acts as chief executive officer to support QCEC achieve its strategic directions and fulfil its delegated responsibilities,



particularly by providing strong leadership, advocacy and representation in the education sector and broader community. Critically, this leadership role will support the advancement of the mission of Catholic education and enable and facilitate its positive reputation, well-being, growth, and impact in Queensland. The Executive Director will be adept at complex stakeholder engagement, and establishing and enhancing relationships with government, Education Ministers and Members of Parliament, and other education bodies and peak authorities. Leading and advocating in negotiations with government for the provision of funding and effective policy outcomes are central to the role, as is the ability to articulate and advocate for the educational priorities determined by the QCEC to a broad range of key stakeholders including the National Catholic Education Commission and other relevant Church agencies and leaders.

Key Capabilities

· A deep understanding of, and personal and professional commitment to, the mission of the Church and Catholic education.

· Exceptional educational system leadership skills ideally developed in a values-based, for-purpose context, or the ability to apply other relevant leadership skills to a contemporary Catholic education system setting.

· Strong business and commercial acumen with proven success developing and implementing strategic plans, leading complex policy or government funding functions and leading the implementation of formal delegations.



It is desirable that the successful applicant has a strong operational understanding of education funding models as they apply in the non-government school context, or a demonstrated ability to rapidly acquire such an understanding.

· Sophisticated collaboration, negotiation, communication, and engagement skills that harness and unify the energy and enthusiasm of the QCEC’s key stakeholders.

· An ability to lead the initiation of research and analysis into needs, trends and issues at system level relevant to Queensland Catholic education, ensuring currency with innovations and future directions in education globally, nationally and locally.

· A strong understanding of the education and Catholic education context in Queensland and Australia, and the ability to shape national debates and policy outcomes in a broad range of education matters.

· Risk & compliance oriented, with an ability to lead the delivery of education through the development and implementation of operational and business systems that meet state and federal regulatory obligations.

· The successful applicant will also hold a valid Blue Card (Queensland Working with Children Check) and receive a clear National Criminal History Check (NCHC).
