Infrastructure Delivery Group
The Infrastructure Delivery Group (IDG) provides commercial, financial, policy and risk management advice and guides the implementation of major new infrastructure projects and manages commercial activities on behalf of the Government. The group also ensures compliance with relevant procurement frameworks and value for money in infrastructure procurement, and delivery. The group also ensures that contractual risks to the Government are appropriately managed.
The Group comprises of five key areas:
1. Projects (including Partnerships Victoria)
2. Construction Policy
3. Market-led Proposals
4. Suburban Rail Loop
5. Big Homes Build
About the roles
The IDG supports the Assistant Treasurer, Treasurer and the Secretary in various functions including policy analysis and development, and project procurement and delivery.
There are two (2) exciting ongoing VPS6 positions in the following areas:
Partnerships Victoria
- developing and influencing reform and policy advice to promote best practice for significant infrastructure projects;
- providing advice to departments and agencies on the development of new Partnership Victoria and other major infrastructure projects from procurement to completion, including advice on commercial, financial and risk management matters; and
- providing advice and support on the application of existing policies.
Construction Policy
- Administering Victoria's Public Construction Procurement Framework to ensure it is relevant and responsive by identifying reform opportunities and improvements to support the efficient delivery of the Government's unprecedented infrastructure pipeline; and
- developing and influencing reform, advice and management strategy on a range of related public construction and infrastructure policies and their impact on infrastructure procurement and delivery (e.g. Local Jobs First Policy), IR matters, and associated obligations under international treaties.
About you
To be considered for the role, you must be able to demonstrate:
1. Strong analytical, conceptual skills and experience in developing and evaluating government policy to provide practical advice and solutions in a sensitive, time pressured and complex environment with competing and changing priorities.
2. Demonstrated experience working with delivery agencies to assess and implement major infrastructure projects in a complex operating environment.
3. Strong understanding and experience with infrastructure procurement frameworks.
4. Demonstrated experience in leading the development and implementation of policy, guidelines, processes and/or delivery of projects.
5. Commercial, financial and risk management expertise in project development, delivery and ongoing operation of public infrastructure including PPPs.
6.
Excellent interpersonal skills with an ability to build strategic networks, collaborate and negotiate with stakeholders internally and externally, and effectively represent IDG and the Department.
7. Outstanding communication skills including demonstrated experience in writing clear and concise briefings/memorandums
8. Relevant working knowledge and experience with standard form contracts/deeds used for delivering public infrastructure in Victoria.
Experience and qualifications
Partnerships Victoria
- Public-private sector infrastructure financing and procurement experience, including complex tenders.
- Familiarity with frameworks/processes related to public construction and infrastructure planning and delivery (including HVHR, Gateway Review Process, Investment Lifecycle, Victoria's Public Construction Procurement Framework, and Partnerships Victoria).
- Formal qualifications in the areas of Commerce, Law, Finance, and Contract Management (desirable)
Construction Policy
- An understanding of the policy environment affecting public construction/infrastructure delivery in Victoria (or another Australian jurisdiction).
- A good practical understanding of Victorian public construction contract implementation.
- Experience in interpreting and drafting contracts (desirable).
