Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Agreement Terms and Conditions available here . Creative intends to award one or more Renewable Consultant Agreement(s) (RCA(s)) under which work may be negotiated and awarded as fixed price or level of effort performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.

Summary:

Consultant will support operations activities in advance of and during close-out. The Close-Out consultant will be responsible for supporting through oversight and on-the-ground field work all aspects of field office and operational closure in West African countries such as Mali. All applicable templates, policies and procedures will be provided to assist in the successful completion of the below activities. The applicant must be experienced in USAID close-out processes including grants close-out.

The consultant will be responsible for carrying out close-out tasks in close collaboration with the HQ program staff and HQ Global Operations Senior Manager as well as the field Procurement or Operations team, such as:

- Weekly check-in calls with HQ team(s)
- Support phased office closure strategy in coordination with project leadership and field operations teams
- Review procurement,



HR and grant files for completeness and advise on any remediation necessary
- Support field procurement team to prepare project inventory for disposition and oversee compliant handover process, including employee equipment return and preparation for inventory disposition
- Support project file packing and shipping, including coordination of file review across departments, file digitization, physical packing of boxes in accordance with Creative policies/procedures, and oversight of freight shipment logistics.
- Working with Grants team (HQ and field), ensure proper grants close-out, including activity closure, reconciliation of payments with procurement/grants/ finance and inventory disposition to grantees.
- Support HR throughout employee drawdown process to ensure compliant staff transitions and offboarding according to Creative policies/procedures.
- Manage and/or coordinate with field Procurement team regarding vendor notifications/close-out in accordance with contractual requirements.
- Oversee office repairs/renovations and final property handover, including coordinating initial/final office walk through with landlord and negotiating necessary repairs and renovations
- Other tasks as assigned

Deliverables:

The consultant will be responsible for deliverables such as:

- Monthly status reports detailing work done during the preceding month (to account for LOE billed)
- Procurement, grants and HR file audit reports and remediation memos
- Project inventory and disposition memos
- Other deliverables as and mutually agreed upon between Creative and the Consultant

Other Matters:

- Travel will be required for this position for a consultant not located in Bamako, Mali or other potential close-out sites. Approved non-labor costs will be reimbursable upon submission of invoice and receipts.
- The consultant will work in close collaboration with the Senior Procurement Officer (SPO), managing close-out from the field, and the HQ Global Operations Senior Manager managing close-out from HQ.



The SPO will be the primary interlocutor with the field team and will provide project-related information to contextualize the activities and findings of the consultant and will coordinate the consultant’s activities with other field teams.
- The consultant will have a reporting responsibility to the HQ Field Operations Senior Manager and to the Project Director.

An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.

General Capabilities

The Consultant should be experienced in USAID close-out processes including grants close-out.

Required Qualifications

1. French and English fluency
2. Experience in field operations for USAID or other donor-funded projects
3. Experience managing USAID grants portfolio and closing grants
4. Familiarity with USAID close-out policies and processes
5. Experience working in West Africa a plus

Work Assignment:

Consultants with the requisite qualifications will be given a renewable consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.
