Osborne Richardson is proud to partner with Maribyrnong City Council in their search for a Capital Planning Master Scheduler to lead the development and coordination of Council's 10-Year Capital Works Program.
What's on offer: A 6-month contract at $85/hr with Maribyrnong City Council, working on a genuinely strategic piece of the Council's infrastructure future — high visibility, cross-departmental influence, and the chance to shape a 10-year capital pipeline from the ground up.
This is a strategic planning and scheduling role — not a project delivery position. You'll be the driving force behind a sustainable, evidence-based pipeline of renewal, upgrade and growth projects, working across departments to keep Council's capital investment program on track, well-governed and aligned with long-term financial and asset management goals.
What you'll be doing:
- Leading the annual development and ongoing review of Council's 10-Year Capital Works Program
- Establishing and maintaining an integrated master schedule across planning, design, approvals, procurement and delivery phases
- Identifying critical path activities, project dependencies and resource constraints
- Translating Asset Management Plans into long-term capital investment programs
- Preparing rolling three,
four and ten-year delivery forecasts
- Producing reports, dashboards and briefing papers for management, executive leadership and Council
- Maintaining capital planning databases, systems and forecasting tools (ERP, GIS, asset management, portfolio management)
- Facilitating stakeholder workshops across service areas, delivery teams and external partners
What you'll bring:
1. Degree qualification in Engineering, Asset Management, Project Management, Planning, Finance, Economics or related discipline
2. Current Victorian Driver Licence
3. Demonstrated experience in capital planning, infrastructure planning, asset management or portfolio management
4. Experience developing long-term capital investment programs and integrated program schedules
5. Solid financial modelling, forecasting and data analysis capability
6. Advanced proficiency in Microsoft Excel, Power BI and scheduling tools
7. Knowledge of IPWEA asset management principles and local government capital works governance
