PONTIANAK, thekabarnews.com—The West Kalimantan Provincial Administration is strengthening civil service workforce planning through Klinik Simantap. This is a consultation and technical assistance service that helps regional agencies identify their actual staffing needs.
The Organization Bureau of the West Kalimantan Provincial Secretariat operates the service (Biro Organisasi Setda Kalbar). The name stands for Konsultasi dan Asistensi Informasi Manajemen ASN Bidang Perencanaan Kebutuhan (Klinik Simantap).
Klinik Simantap helps the West Kalimantan provincial agencies (OPD) prepare measurable staffing plans. These plans are based on their organizational duties, workloads, available positions and required competencies.
Biro Organisasi Setda Kalbar head Dini Eka Wahyuni said the service had been operating for about two years.
“Dina Meutia Sari, a senior functional official serving as a human resources analyst at the Biro Organisasi Setda Kalbar, initiated Klinik Simantap to help regional OPDs map their staffing requirements. She does so particularly through job and workload analyses,” Dini told TheKabarNews on Tuesday, August 18.
Provincial training records also identify Dina as a senior-level government human resources analyst assigned to the bureau.
Dini said participating agencies could seek assistance in determining how many civil servants (ASN) they need. They can also seek help with what qualifications each position requires.
“This innovation helps regional agencies plan their ASN requirements instead of merely calculating how many employees they need,” she said.
“ASN workforce planning does not only concern meeting employee numbers. OPDs must also align organizational needs with the qualifications, competencies and positions available,” Dini added.
The approach follows Indonesia’s national civil service planning framework. BKN Regulation No. 9/2022 requires government institutions to calculate the number and types of ASN positions. This calculation happens through job and workload analyses.
The process should produce position information, staffing estimates and an organizational job map. Administrative and Bureaucratic Reform (PAN-RB) Ministry Regulation No. 1/2020 provides the national guidelines for conducting those analyses.
The National Civil Service Agency (BKN) has also described position information as the foundation for recruitment, employee development, and performance assessment. It is a foundation for transfers, compensation and retirement management.
Dini said Klinik Simantap also strengthens coordination between the Organization Bureau and OPDs experiencing difficulties in preparing staffing documents.
“We are providing consultation and assistance so that regional agencies can plan their ASN needs more accurately and optimally,” she said.
She wants the Klinik Simantap to develop beyond a conventional consultation desk.
“We want this service to become part of an ASN workforce-planning system that is more accurate, measurable and responsive to the organization’s actual conditions,” Dini said.
Through continuous assistance, the West Kalimantan provincial administration expects OPDs to place appropriately qualified personnel in positions. These positions match their responsibilities.
Officials believe stronger planning can reduce staffing mismatches and improve bureaucratic capacity. In addition, it can help the government deliver faster and more effective public services.
