Technology Procurement Lead (ICT Managed Services)

An exciting opportunity is available for an experienced Technology Procurement Lead to join a major Victorian Government organisation and lead a high-profile strategic procurement program. This role will be responsible for the end-to-end procurement of a future Technology Managed Services arrangement, shaping how technology services are delivered across the organisation for years to come.

Working closely with procurement, technology, legal and executive stakeholders, you will lead sourcing strategy, market engagement, evaluation, commercial negotiations and contract execution. This is not a transactional procurement role. It is a strategic opportunity to drive improved service, governance, commercial and risk outcomes through the successful delivery of a complex ICT sourcing program.

Key Responsibilities

- Lead the end-to-end procurement of a major Technology Managed Services contract.
- Develop procurement strategies, governance frameworks and market engagement approaches.
- Translate operational lessons learned and stakeholder feedback into future-state service and commercial requirements.
- Coordinate business analysts and technical specialists to develop high-quality procurement documentation and service specifications.
- Lead market engagement activities, including RFP processes, supplier briefings, evaluations and negotiations.
- Develop evaluation methodologies, governance artefacts, executive briefings and procurement recommendations.
- Manage supplier due diligence,



risk assessments and contract negotiations.
- Engage with technology, procurement, finance, legal and executive stakeholders to support informed decision-making.
- Ensure all procurement activities are compliant with VGPB principles, policies and governance requirements.
- Deliver a contract-ready agreement with improved commercial, governance and service outcomes.

About You

- Proven experience leading complex ICT sourcing, outsourcing or managed services procurements.
- Solid understanding of technology managed services, including service towers, SLAs, KPIs, governance models and transition arrangements.
- Demonstrated experience developing procurement strategies and driving procurements through to contract execution.
- Experience leading commercial negotiations and contract development activities.
- Knowledge of public sector procurement governance, ideally within VGPB or similar frameworks.
- Strong stakeholder engagement and influencing skills, with experience working across executive and senior leadership levels.
- Excellent governance, risk management and delivery planning capabilities.
- The ability to work autonomously in a complex and evolving environment.
