Pre-Construction Manager | Developer-Builder An established Sydney developer-builder is looking to appoint an experienced Pre-Construction Manager to take ownership of the front-end construction process across its residential development pipeline.

This is not an estimating-led pre-construction role.

The position sits between the Development and Construction teams and will be responsible for taking projects from site feasibility and DA through Construction Certificate, detailed construction documentation and into delivery.

The successful person will bring a strong construction background and be able to challenge design from a buildability, compliance, programme and delivery perspective.

The Role

You will take ownership of the pre-construction and documentation process, including:

- Provide buildability and construction advice during site acquisition, feasibility and DA stages
- Manage projects through the Construction Certificate process
- Drive detailed construction documentation and ensure information is available in line with the construction programme
- Appoint, brief and manage architects, engineers and external design consultants
- Review and improve consultant scopes to ensure explicit accountability and complete documentation
- Manage design coordination and ensure compliance with the NCC, Australian Standards, DBP Act and relevant NSW legislation
- Coordinate required authority approvals across council, Sydney Water, utilities and other authorities
- Identify design,



compliance and buildability issues early and drive practical solutions before construction
- Provide input into construction methodology, material selection, site logistics, crane strategy, traffic management and site establishment
- Prepare early-stage budgets and high-level construction programmes
- Conduct project risk reviews and ensure lessons learned are incorporated into future design briefs
- Support Construction teams through Practical Completion and Occupation Certificate requirements

For regulated NSW projects, the design/documentation and approvals piece is particularly important: regulated designs and relevant declarations need to be coordinated and lodged before associated building work starts, and compliance documentation also feeds into the OC process. (NSW Government)

About You

We are looking for someone with:

- Strong experience within a developer-builder or head contractor
- Experience across Class 2 / high-rise residential projects
- A strong understanding of the DA, CC, detailed design and OC process
- Demonstrated knowledge of the DBP Act, NCC and Australian Standards
- Strong design and consultant management capability
- Genuine construction knowledge with the ability to review drawings from a buildability and methodology perspective
- Experience coordinating consultants, certifiers and authorities
- Ability to identify design risks early and drive them through to resolution
- Strong communication skills and the confidence to work across both Development and Construction
