Anglicare are currently seeking to hire a Procurement and Contracts Manager to join our Finance, Property and Procurement (FPP) Team.
In this role you will lead Anglicare's strategic procurement and contract management function, ensuring the delivery of value for money outcomes while supporting high quality and efficient service delivery. The role supports Anglicare's mission, vision and culture by implementing, overseeing, and improving a fit-for-purpose procurement framework that includes relevant and sustainable policies, procedures, sourcing strategies, risk assessments, tactical plans and an effective governance model under a centre-led control.
The position forms an integral part of developing and implementing the end-to-end Source to Contract (S2C) lifecycle function within the FPP team as part of a Transformation Project. Ultimately the position will lead a team in delivering the S2C lifecycle including, the procurement planning, market engagement, sourcing tender management, supplier evaluation, contract negotiation, contract execution, supplier performance management and governance. It is also responsible for leading contract negotiations with suppliers in areas of large spend and key/high risk areas as well as leading a small team to support operational budget holders in all of their procurement activities.
Responsibilities
- Review, develop and implement procurement frameworks including policies, standards, guidelines and governance protocols.
- Oversee strategic sourcing, preferred supplier lists, contracts management, spend analytics, vendor rationalisation, supplier negotiations and relationships, tenders, terms of business and risk assessments.
- Develop the short term and long-term procurement strategies and implement tactical plans.
- Implement and govern a differentiated risk-based supplier management framework to enable effective and appropriate management of suppliers.
- Manage strategic supplier performance to agreed objectives and drive the continuous improvement effort.
- Develop and monitor risk controls, mitigation strategies, risk registers and escalation processes for significant procurements and contracts.
- Provide expert advice to management and stakeholders on procurement governance, policy interpretation, compliance and risk management.
- Monitor supplier and contract performance, compliance and emerging risks, and coordinate appropriate remedial or escalation actions.
- Lead, develop and support a high-performing procurement and contracts team to build capability, engagement and service excellence.
What our team are looking for
- Current National Police Certificate OR NDIS Worker Screening Clearance.
- Bachelor's degree in Business, Procurement or Contract Management
- CIPS qualification would be highly regarded but not essential
- Demonstrated experience in leading and managing cost effective procurement and contract management functions in a complex environment
- Ability to develop, implement and evaluate a robust in-house Source to Contract procurement function that is fit for purpose,
meets strategic intents and is supported by user-friendly policies, processes, risk management and mitigation practices, and sound governance practices
- Strong business acumen and customer service ethos in relation to procurement and contract management programs and strategy development.
- Robust financial analysis skills in reviewing direct and indirect procurement expenditure activities and setting appropriate benchmarks.
- Experience in implementing an ERP system or initiating Procure to Pay system process improvement. Experience in MS D365 is highly regarded.
- Proven ability to build positive relationships and to consult, negotiate and communicate effectively with all levels of management, staff, suppliers and stakeholders
- Demonstrated ability to deliver category management strategies, significant cost reduction, and process improvement initiatives
- Demonstrated ability to apply best practice project and contract management, financial, risk and governance principles and practices to the design and delivery of procurement services.
