Working within the Operations portfolio and reporting to the Head of EPRR, the EPRR Manager provides specialist operational leadership to ensure that the Trust can prepare for, respond to and recover from incidents.

Working as part of the EPRR team, the post holder will support the Trusts in delivering their statutory duties as Category 1 Responders under the Civil Contingencies Act 2004, the NHS England EPRR Core Standards, and the Health and Care Act 2022.

The role involves the development, implementation, and maintenance of comprehensive incident response and business continuity arrangements, ensuring the Trusts are prepared for and resilient to major incidents, critical incidents, and business continuity disruptions.

The post-holder will engage proactively with Divisions, Estates, Security, ICT/Telecoms, Governance & Risk, to develop and test integrated arrangements. Represent the trust at Local Resilience Forum and Local Health Resilience Partnership meetings where appropriate and deputise for the Head of EPRR, promoting multi-agency partnership and advocating for acute health requirements.

The post-holder will provide specialist advice to managers and on‑call teams during incidents and exercises, staff the Incident Coordination Centre (ICC) and maintain its readiness; deputise for the Head of EPRR when delegated.

Lead defined areas of the EPRR and business continuity work programme to ensure the Trusts, as Category 1 Responders, meet their statutory duties under the Civil Contingencies Act 2004, the NHS England Core Standards for EPRR, and the Health and Care Act 2022, maintaining current expert knowledge of relevant legislation, national guidance, and policy.

Provide specialist advice and support to the Trusts' staff on all aspects of emergency preparedness, resilience, response, and business continuity, exercising independent professional judgement.

Develop and maintain the Trusts' suite of business continuity plans, ensuring they are validated, tested, and reviewed following training, exercising, and incidents, and as part of the cyclical review schedule,



and that mitigating arrangements identified through risk assessment are in place.

Development and implementation of strategic and operational plans, policy and procedure.
