Learning & Development Business Partner

Morwell | Full Time – 38 Hours per week

Temporary Full Time until 24 December 2026 | Band 7 $108,542.02 per year

Hybrid working arrangements, with a minimum of 3 days per week in the office as part of our approach to collaboration and team connection

We're looking for a Learning & Development Business Partner to join our Human Resources Team. In this role, you'll partner with leaders across Council to strengthen workforce capability, develop leadership effectiveness, and deliver contemporary learning solutions that support organisational performance and future workforce needs.

What You'll be Doing

- Lead the development and continuous improvement of Council's learning, leadership development and organisational capability initiatives.




- Partner with leaders across the organisation to identify learning priorities and develop strategic workforce capability solutions.
- Review and optimise learning systems, processes and technologies, including Learning Management Systems (LMS), to improve effectiveness and user experience.
- Lead, coach and develop a specialist team while supporting organisational change and continuous improvement initiatives.

About You

You are a strategic and collaborative learning and development professional who is passionate about helping people and organisations grow. You bring strong experience in organisational capability, leadership development and workforce planning, and enjoy partnering with stakeholders to deliver innovative and practical learning solutions. You are equally comfortable thinking strategically, leading projects, analysing data and influencing outcomes across a complex organisation.

Key Selection Criteria

- Demonstrated experience developing, implementing and evaluating organisation-wide learning and development, leadership development or workforce capability frameworks that deliver measurable outcomes.
- Proven ability to conduct learning needs analyses, capability assessments and workforce development reviews, translating insights into effective learning strategies and plans.
- Experience reviewing, implementing and optimising learning systems and technologies, including Learning Management Systems (LMS), to improve reporting, compliance and user experience.




- Highly developed stakeholder engagement, consulting and influencing skills, with the ability to partner with leaders at all levels and successfully lead organisational change initiatives.
