Job Title - ITCM Commercial Manager Security Clearance: NV1 Clearance Length of Contract: 10 months The role closes on 19/08/2026 Location: Melbourne, VIC About the Role: The Commercial Manager will exercise a considerable degree of independence managing procurements in accordance with the Defence Procurement Manual and providing support and advice in relation to procurement methodologies, contracting options, and tender development.
They will provide evaluation support in relation to procurements, conduct liability risk analyses, and contract management services (i.e. services relating to the management of contract post execution).
They will exercise sound decision-making and judgement to contribute to delivery of capability in line with stakeholder requirements.
They will contribute to strategic planning, project planning, activity co-ordination and communication with internal and external stakeholders.
Specific duties and services to be provided by the Commercial Manager may include: Design and develop appropriate procurement methodologies and contracting options (including commercial arrangements) with a priority on delivering an optimised value-for-money outcome, mitigating risk, reducing costs of tendering to industry and the Commonwealth, minimising through contract cost of ownership, minimising level of management, governance and administration, and employing a collaborative approach to engaging industry.
Develop tender documentation, lead, or assist with, tendering activities and provide expert advice to Defence during those activities, and conduct training and educating Defence personnel in relation to procurement methodologies, contracting options and tender development.
Provide evaluation support in relation to Defence procurement activities including analysis of the capability requirement and developing appropriate tender evaluation criteria, develop simple evaluation methodologies that are fit for purpose, develop evaluation tools and systems, train evaluators in the use of the tools and systems, lead, or assist with evaluation activities, and provide expert advice to defence during those activities and develop evaluation reports.




Conduct or facilitate contractual liability workshops to develop principles for the desired allocation of risk between parties to a contract, provide identification and analysis of which party to a contract is best to bear risks, develop contractual strategies and terms for monitoring, reviewing, and treating risk.
Develop, and operate a contract management system, or processes/tools, to record, monitor and track: communications between the parties, performance of the contract and financial status (e.g. payments made, balance against securities, etc.), material provided by one party to the other, variations and change proposals, intellectual property, claims by one party on the other (e.g. warranties, liquidated damages, defects, liabilities, etc.), and other important or necessary information in relation to the operation of the contract.
Experience Skills Sought: Services are to be provided by personnel with a thorough understanding of both the military and operational environment as well as the capability acquisition requirements.
Services are to be provided commensurate with relevant Australian and International Standards, regulations, and Defence requirements.
Service providers are to employ industry best practice when undertaking the Services.
All work and deliverables are to be provided in accordance with Contract.
The successful candidate must be able to demonstrate the below criteria: Ability to provide specialist commercial advice to requirements definition and then planning, monitoring and controlling of commercial activities across the life cycle of a capability; Ability to solve complex problems and manage issues to support the delivery of capability, including understanding of the interrelationship of technical,



operational and logistical requirements to commercial frameworks; Ability to work collaboratively and communicate highly effectively with internal and external stakeholders; Ability to build appropriate and effective business relationships; Evaluate and ensure that the procurements meet requirements, and are in line with legislative, policy and regulatory frameworks; and Ability to analyse, develop and implement work plans to support delivery of outcomes, understand critical success factors and recommend changes.
Essential Experience and / or Qualifications: Relevant tertiary qualifications or relevant industry and/or domain work experience Detailed procurement methodology and contracting experience with both Government and private organisations - including direct experience with procurement activities and designing contracts Experience in the delivery of Defence projects Experience in logistically complex projects in the Defence environment Highly Desirable Experience and / or Qualifications: Valuable business acumen and evaluation experience Liability risk analysis experience preferably with both Government and private organisations Contract management experience preferably with both Government and private organisations An engineering qualification or experience working in an engineering environment; Experience working with Defence Prime contractors on deliverables-based contracts SFIA Skills Sought: The overall management and control of the operation of formal contracts for supply of products and services.
ITCM Level 4: Sources and collects contract performance data (such as pricing and supply chain costs), and monitors performance against KPIs.
Identifies and reports under-performance and develops opportunities for improvement.
Monitors compliance with Terms and Conditions and take appropriate steps to address non-compliance.
Pro-actively manages risk and reward mechanisms in the contract.
Monitors progress against business objectives specified in the business case.
Identifies where change is required, and plans for variations.
In consultation with stakeholders, ensures that change management protocols are implemented.
