ECB Training Services is a growing Registered Training Organisation (RTO) delivering nationally recognised training across construction, civil construction, electrotechnology and related industries.
We are seeking an experienced
RTO Compliance Manager
to join our team on a part-time basis. This is an significant role responsible for maintaining regulatory compliance, strengthening internal systems and ensuring ECB is consistently audit-ready.
About the Role
The Compliance Manager will oversee the day-to-day compliance framework of ECB Training Services and work closely with management, trainers, assessors and administration staff.
The role will suit an experienced RTO compliance professional who understands the VET sector and can identify compliance risks, implement practical solutions and ensure staff understand and follow RTO requirements.
Key Responsibilities
Maintain and monitor compliance with the
Standards for Registered Training Organisations
and applicable VET legislation.
Conduct regular internal compliance audits across student files, training and assessment documentation and operational processes.
Review and maintain RTO policies, procedures, forms, registers and compliance documentation.
Monitor trainer and assessor compliance, including qualifications, credentials, currency and professional development.
Review training and assessment practices and identify areas requiring improvement.
Conduct student file audits and ensure required evidence is accurately maintained.
Monitor enrolment, attendance, assessment and completion documentation.
Review Training Plans, assessment evidence and other student documentation for compliance.
Monitor VETtrak and other student management system data for accuracy and completeness.
Support AVETMISS and government reporting requirements.




Maintain compliance registers and action plans.
Coordinate internal audits and prepare the organisation for external regulatory audits.
Monitor and follow up corrective actions arising from audits.
Provide compliance advice and guidance to management and staff.
Support trainers and administration staff to understand their compliance responsibilities.
Participate in validation, moderation and continuous improvement activities.
Review complaints, appeals, incidents and non-conformances and ensure appropriate actions are implemented.
Identify emerging compliance risks and provide recommendations to management.
Maintain evidence of continuous improvement across the RTO.
Daily / Weekly Responsibilities
Depending on operational requirements, the role will include:
Reviewing outstanding compliance actions.
Checking student files and training documentation.
Following up missing evidence with trainers and administration staff.
Monitoring trainer currency and compliance requirements.
Reviewing VETtrak data and documentation.
Updating compliance registers.
Providing advice to staff on compliance matters.
Escalating significant compliance risks to management.
Monthly Responsibilities
Complete scheduled internal compliance audits.
Report compliance findings and corrective actions to management.
Review student file compliance.
Review trainer and assessor compliance.
Monitor continuous improvement actions.
Review complaints, appeals and incidents.
Provide a monthly compliance report to management.
Maintain an audit-ready evidence register.
About You
We are looking for someone who:




Has demonstrated experience in
RTO compliance and quality assurance
.
Has strong knowledge of the Australian VET sector and regulatory requirements.
Understands the practical application of the
Standards for RTOs
.
Has experience conducting internal audits and preparing for external audits.
Has strong attention to detail and documentation skills.
Can identify compliance gaps and implement practical solutions.
Is confident working with trainers, assessors, administration staff and senior management.
Can work independently and manage competing priorities.
Has a proactive approach to compliance rather than simply identifying problems.
Essential
Demonstrated RTO compliance experience.
Strong knowledge of VET regulatory and compliance requirements.
Experience conducting internal audits.
Experience with student management systems, preferably
VETtrak
or similar.
Excellent written and verbal communication skills.
Strong report-writing and documentation skills.
High level of attention to detail.
Desirable
Experience with
ASQA regulatory audits
.
Knowledge of Victorian VET funding requirements and
Skills Victoria
.
Knowledge of AVETMISS requirements.
Experience with validation and moderation processes.
Experience developing and reviewing RTO policies and procedures.
Previous experience in a Compliance Manager, Compliance Coordinator or Quality Manager role.
