Operational Manager People, Safety & Engagement
- Employment Type: Permanent Part-time (0.8) to Permanent Full-Time (negotiable)
- Hours:60.8 to 76 Hours per fortnight (Full-Time will attract an ADO)
- Area:Shepparton with occasional travel to other Primary Care Connect locations

An exciting opportunity has emerged following a recent organisational redesign, creating a pivotal role to elevate the People, Safety and Engagement function and strengthen its impact across the organisation.
This newly refined position reflects a deliberate investment in people, culture and safety, with increased team capacity and a renewed strategic focus. It offers a unique blend of operational leadership and strategic influence, enabling you to drive meaningful change while ensuring strong day-to-day delivery.
About the Role
Reporting to the Executive, you will lead the People, Safety & Engagement portfolio, providing both hands‑on operational oversight and forward‑thinking strategic direction.
You will play a critical role in:
- Strengthening a positive, values‑led workplace culture
- Embedding psychosocial safety and wellbeing frameworks
- Leading contemporary HR, safety and engagement practices
- Supporting leaders to confidently manage people, performance and change
- Driving initiatives that enhance employee experience, retention and capability
This role is ideal for someone who thrives in environments where they can influence, partner and deliver.
Key Responsibilities
- Lead and support a high‑performing People & Safety team
- Deliver operational excellence across:
- Employee relations and workforce management
- Work health and safety (including psychosocial risk)
- Recruitment, onboarding and retention strategies
- Partner with leaders to build capability, accountability and confidence
- Drive culture initiatives aligned to organisational values and strategic priorities
- Oversee compliance with industrial instruments, legislation and governance frameworks
- Contribute to organisational design, change management and workforce planning
Provide insightful reporting and advice to Executive and leadership teams
About You
You are an experienced and contemporary People & Culture leader who brings:
- Demonstrated experience in HR, Safety or People & Culture leadership roles
- Strong working knowledge of industrial relations, employment legislation and WHS frameworks
- A track record of building culture, trust and leadership capability
- Confidence navigating complex employee matters with professionalism and care
- A practical, solutions‑focused approach with the ability to balance strategy and operations
- Excellent communication and stakeholder engagement skills
