Job Summary

The Business Operations Support Lead is a senior position responsible for coordinating business function support for Cubic Defence Australia and the region. Critical support functions include Australian Defence and Corporate Security, the company’s WHS, compliance, Quality Management Systems across business functions, general governance including Australian legislative compliance, and logistics support governance including, facilities management, vehicles and plant fleet functions, Dangerous Goods and fuels / Petroleum Oils and Lubricants (POL).

Working collaboratively with the Regional Quality and HSE Manager and relevant functional leaders, the role supports effective governance, regulatory and contractual compliance, risk management and continual improvement. It also supports alignment with ISO 9001, ISO 45001 and ISO 14001 requirements.

Key Responsibilities

Supporting General Management / Business Operations

- Plan and coordinate general management meetings, reporting, reviews, and support visits as required.
- Allocation and management of variations delegations to staff including SAP, Travel, and internal financials such as bank, credit cards etc.
- Plan and manage CAPEX for both financial and asset management purposes.
- Manage keys, security monitoring, data and archives, the vault and other critical storage assets.

WHS Management

- Support the implementation, maintenance and continual improvement of the company’s WHS framework, policies, procedures and reporting arrangements.
- Monitor compliance with applicable WHS legislation, regulations, codes of practice and contractual requirements.
- Provide practical advice on WHS obligations, hazards, risks and control measures, escalating significant matters as required.
- Coordinate risk assessments, workplace inspections, incident investigations, corrective actions and return-to-work activities.
- Analyse and report WHS performance, trends and emerging risks.
- Coordinate WHS consultation, training, communication and awareness activities.
- Promote a positive safety culture and shared accountability for WHS outcomes.

Compliance, Governance and Integrated Management Systems

- Support the maintenance and continual improvement of the company’s compliance, governance and Integrated Management System frameworks.
- Monitor compliance with legislation, Defence requirements, contracts,



licences, policies and internal delegations.
- Maintain compliance, obligations and risk registers, assurance schedules and controlled management-system documentation.
- Support alignment with ISO 9001, ISO 45001 and ISO 14001 requirements.
- Coordinate internal audits, external certification activities, management reviews and assurance reporting.
- Record and monitor audit findings, non-conformances, corrective actions and improvement opportunities through to effective close-out.
- Analyse performance data and report on risks, objectives, trends and opportunities for improvement.
- Support document owners in maintaining current, controlled and operationally effective policies and procedures.
- Promote consistent governance practices, lessons learned and continual improvement across the business.
- Legislative, Defence and Policy Compliance including but not limited to:
- Cubic Indigenous Procurement Policy / Reconciliation Action Planning
- Women’s Gener Equity Reporting
- Ensuring the Australian Government Security Vetting Agency (AGSVA) Invoice is paid monthly and coded to the correct WBS’s.

Defence Security

- Manage and maintain Cubic Defence Australia Pty Ltd Defence Industry Security Program responsibilities on behalf of the company’s Chief Security Officer.
- Manage Operational Security and Cyber Standards
- Defence Security Principles Framework, particularly Principle 16, Defence Industry Security, Control 16.1 Defence Industry Security Program.
- Maintain the company’s security governance framework, policies, plans, registers and reporting arrangements.
- Ensure compliance with Defence security requirements, the Protective Security Policy Framework and applicable contractual obligations.

Corporate Security

- Perform the company’s Chief Security Officer or equivalent security-management responsibilities.
- Maintain the company’s security governance framework, policies, plans, registers and reporting arrangements.
- Ensure compliance with Defence security requirements, the Protective Security Policy Framework and applicable contractual obligations.
- Coordinate personnel, physical, information and operational security requirements, including clearances, access approvals and security briefings.
- Manage security incidents, investigations, reporting and corrective actions.
- Coordinate security risk assessments, inspections and assurance activities.
- Liaise with Defence, government authorities, customers and security service providers.
- Protect sensitive, classified and company information and promote compliance with security requirements.





Facilities Management

- Coordinate the safe, secure, compliant and effective operation of company facilities.
- Manage building access, physical security, maintenance, utilities, cleaning and essential services.
- Coordinate inspections, preventative maintenance, contractor activities and associated records.
- Ensure compliance with building, fire safety, emergency management, environmental and accessibility requirements.
- Maintain emergency response, evacuation and business continuity arrangements.
- Coordinate relocations, refurbishments, workplace improvements and facility-related projects.
- Manage landlord, contractor and service-provider relationships, agreements, expenditure and performance.
- Ensure contractors meet applicable WHS, security, induction and site-access requirements.

Vehicle and Fleet Management

- Coordinate the company’s vehicle fleet and associated governance, safety and compliance requirements.
- Maintain vehicle-management policies, procedures, driver requirements and fleet records.
- Manage vehicle procurement, allocation, registration, insurance, servicing, maintenance and disposal.
- Ensure vehicles remain roadworthy, fit for purpose and compliant with legal and company requirements.
- Monitor fleet utilisation, fuel consumption, operating expenditure and whole-of-life costs.
- Coordinate vehicle incident investigations, insurance requirements and corrective actions.
- Verify driver licensing, authorisations, inductions and training requirements.
- Coordinate vehicle risk assessments, journey management and safe-driving initiatives.
- Manage fleet suppliers, leasing providers, repairers and service agreements.
- Prepare fleet performance, compliance and cost reports.

Qualifications

- Relevant tertiary qualifications in WHS, quality, risk and compliance, security, facilities, business management or a related discipline are highly desirable.
- Formal WHS qualifications or equivalent demonstrated professional experience.
- Security risk management, protective security or government security compliance qualifications are desirable.
- Facilities or fleet management qualifications or equivalent experience is desirable.
- Current unrestricted driver licence.

Skills, Experience and Knowledge

- At least 10 years’ military experience, preferably at senior officer level, or equivalent senior leadership experience in Defence, government or another highly regulated setting.
- Extensive experience across WHS, compliance, quality, security, facilities and fleet-management functions.
- Demonstrated ability to operate at a senior or executive level and temporarily act in higher-level positions.
- Significant experience implementing and improving integrated management systems aligned with ISO 9001, ISO 45001 and ISO 14001.
- Experience coordinating internal and external audits, management reviews, non-conformances and corrective actions.
