Manager Biosecurity & Emergency Services

Department of Primary Industries and Regional Development NSW – Sydney CBD NSW

- Salary range: $154,231 to $178,369 plus super(A&T; Grade 8 - 38hrs).
- Office located in Penrith or Gosford, with hybrid working supported.
- Drive critical biosecurity and emergency services outcomes across Greater Sydney Local Land Services.

About the role

As Manager, Biosecurity & Emergency Services, you'll partner with the General Manager to lead regional biosecurity programs and emergency management functions across Animal Biosecurity and Welfare, Invasive Species and Plant Health. You'll drive strategic outcomes, build team capability and ensure services align with organisational priorities and community needs.

As a key member of the Greater Sydney Leadership Team, you'll provide expert advice on complex biosecurity issues, lead emergency preparedness and response planning, oversee risk and assurance activities, represent Local Land Services on emergency management committees, and foster strong partnerships with industry, communities and government agencies.

You will:

- Lead and develop a capable, collaborative and high-performing team.
- Oversee the planning, delivery, monitoring and evaluation of biosecurity and emergency services programs.
- Drive emergency preparedness, risk assessment and response planning across the region.
- Provide strategic advice, analysis and briefings on complex issues, risks and priorities.
- Oversee audit, risk management, reporting, budgets and service delivery performance.
- Build strong partnerships with key stakeholders and represent Local Land Services on relevant committees.

- Proven experience leading teams and creating a positive, high-performing workplace culture.
- Strong people leadership skills, including the ability to coach, support and develop capability in others.




- Experience delivering programs or services in biosecurity, primary industries, emergency management, natural resources, compliance, or another related field.
- Sound judgement, strategic thinking and the ability to manage competing priorities in a complex and changing environment.
- Strong stakeholder engagement skills, with the ability to build trusted relationships across community, industry and government.
- Experience managing operational delivery, budgets, reporting and performance outcomes.
- A practical, collaborative and customer-focused approach, with a strong commitment to public value and regional communities.
- Tertiary qualifications in a discipline relevant to the management of biosecurity and/or equivalent experience in leadership and management of services in a primary industries or emergency management sector.
- Well-developed understanding of the impact of biosecurity threats on communities, agriculture and workplace including current approaches to biosecurity management and animal welfare and ability to deliver outcomes through strategic and operational planning.
- Experience in the coordination of emergency management (biosecurity and general) across prevention, preparedness, response and recovery at a management level with a clear understanding of emergency management arrangements in NSW and nationally.
- Current drivers licence and willingness to travel.
