Queensland’s hospital system is facing greater demand and pressure than ever before. To help address this, Health Infrastructure Queensland (HIQ), in partnership with Hospital and Health Services (HHS), is leading the biggest hospital expansion program Queensland has ever seen. The program includes building three new hospitals, expanding 11, upgrading rural and regional health facilities and delivering thousands of current hospital beds. In addition, the intent is for this to be the first tranche of a 15-year program of infrastructure investments. About the role As the Senior Procurement Advisor, you will be responsible for providing high quality construction related procurement advice and services to HIQ. Reporting to the Procurement Manager, you will be responsible for overseeing procurement planning activities, developing sourcing documentation, releasing tenders, evaluating offers, facilitating contract negotiation, and administering arrangements.
You will also contribute to the development,
implementation and review of procurement systems, strategies, policies, and processes consistent with the requirements of the Queensland Procurement Policy. You will provide advice to key internal and external stakeholders, and be responsible for researching and preparing submissions, reports, briefing material, and correspondence to senior management, where your expert analysis and advice relating to the procurement function will be valued.
Key responsibilities Oversee and deliver high quality construction related procurement advice and services. Develop, implement and review procurement systems, strategies, policies and processes in alignment with the Queensland Procurement Policy and procurement best practice. Research and prepare procurement submissions, reports, briefing materials and correspondence. Document procurement processes, decision and contractual arrangements.
About you Demonstrated knowledge and experience in delivering high quality construction related procurement advice and services in a fast-paced environment. Strong communication, interpersonal, negotiation, and stakeholder engagement skills. The ability to provide high level advice to clients in a relevant, timely and accurate manner on matters relating to the procurement and contracts function. You have a high level of conceptual, analytical and problem-solving skills to develop quality options and strategies to resolve complex procurement and contracts issues. You are team-oriented, collaborative and proactive, with strong leadership skills and the ability to manage multiple priorities while delivering quality outcomes within tight deadlines in a changing environment.
