The Western Australian Council of State School Organisations (WACSSO) is the peak body representing Parents and Citizens' Associations across WA public schools.

About the Role
The Corporate Services Manager is responsible for ensuring WACSSO operates in a controlled, compliant and financially sustainable manner.
The role provides leadership across finance, governance, compliance, risk, procurement and corporate systems, ensuring the organisation meets its legal, contractual and policy obligations while maintaining high standards of accountability.
Reporting to the CEO, the Corporate Services Manager establishes and maintains the operational disciplines that enable the organisation to function effectively.
This includes ensuring financial controls are robust, compliance obligations are met, governance documentation is prepared, organisational policies remain current, contracts and insurance are appropriately managed, and systems and processes support consistent delivery.
The role acts as the CEO's operational deputy, providing continuity of leadership during periods of leave and helping coordinate the organisation's internal operations.
This role is a 12 month contract with the possibility of extension, and is negotiable to be a part‐time 0.8 FTE or full‐time 1.0 FTE role, preferably worked across 4–5 days per week between the hours of 8.30am to 4.30pm.
Hybrid working options are also available at the discretion of management upon successful completion of probationary period.
Occasional work outside of typical business hours may be required.
What you will do:
Work with CEO to implement and oversee budgeting, forecasting, financial reporting and expenditure control
Ensure accurate financial records and compliance and liaise with external vendors (such as accountant, auditor) on any financial matters
Provide financial insights to support strategic decision‐making and long‐term sustainability
Ensure procurement, contracts and resource allocation align with organisational priorities
Act as the key vendor liaison and contract manager (e.g. Payroll and HR consultants and platforms, ATO,



Insurance Broker, XERO, BeyondBank and IT & systems provider)
Payroll processing (e.g. Timesheet & leave processing, pay processing and adjustments, ATO requirements, banking) and onboarding new staff contracts into the HR system and liaising with third party peer review (Life At Work)
Oversee accounts payable and receivable and bank transactions
Responsible for issuing invoices including affiliation fees
Governance, Compliance & Risk
Support the CEO with high‐quality governance advice and reporting
Ensure compliance with all legislative, regulatory and policy requirements relevant to a state‐based peak body
Maintain and oversee organisational risk management frameworks, including identification, mitigation and monitoring
Prepare governance documentation, reports, briefing papers and submissions as required
Coordinate CEO review of staff‐proposed board submissions to State Council
Strategic & Operational Delivery
Oversee day‐to‐day operations, ensuring systems, processes and workflows are effective and effective
Drive and report against operational plans, KPIs and deliverable outcomes
Oversee planning and delivery of major events, training programmes and member services
Ensure organisational policies, procedures and frameworks are current, effective and consistently applied
Assist CEO in monitoring performance, evaluating outcomes and reporting
Oversee internal and external communications to ensure clarity, consistency and alignment with WACSSO's vision
People, Culture & Workforce Development
Ensure HR policies and practices align with best practice and organisational values
Ensure WACSSO maintains compliance with all HR policies and legislation, and oversee ongoing reporting requirements
Identify and recommend to CEO identification of workforce structural and professional development opportunities
Model leadership behaviours to ensure a positive, respectful, inclusive and high‐performance culture
What you will bring:
Finance, Governance & Compliance
Strong financial management skills, including budgeting, forecasting,



reporting and oversight of organisational expenditure
Demonstrated experience in maintaining compliance with legislative, contractual and organisational obligations
Experience working within corporate governance frameworks, ideally in a not‐for‐profit or member‐based organisation
Proven ability to identify, assess and manage organisational risk and implement appropriate controls
Understanding of procurement, financial controls, compliance obligations, regulatory requirements and best‐practice governance
Previous demonstrated experience in managing Payroll
Corporate Operations
Demonstrated experience overseeing corporate services or business operations within a complex organisation
Ability to establish, maintain and improve organisational systems, processes and internal controls
Strong organisational skills with the ability to manage multiple competing priorities while ensuring deadlines are consistently met
Experience coordinating organisational reporting, audits, policies, contracts and compliance activities
Ability to provide operational leadership in the absence of the CEO
Demonstrated experience ensuring systems, processes and resources run smoothly
Experience implementing or improving organisational systems, workflows and business processes
Experience using project management or Agile methodologies to coordinate organisational work
Experience with financial systems such as Xero and payroll platforms such as Employment Hero
Experience using Microsoft 365, SharePoint, PowerBI, Teams and business reporting tools

Qualifications and Requirements
Degree or qualification in Accounting, Finance, Business, Commerce, Governance or a related discipline, or equivalent work experience
Leadership or Management qualification or equivalent work experience
Familiarity with agile frameworks (Desirable but not essential)
ISO, quality assurance or process mapping and improvement experience (Desirable but not essential)
