The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government's primary authority on radiation protection and nuclear safety. Our purpose is to protect the Australian people and the environment from the harmful effects of radiation, through understanding risks, best practice regulation, research, policy, services, partnerships and engaging with the community.
The Emergency Management Section ensures ARPANSA can lead Australia's response to radiological or nuclear events in alignment with national and international frameworks. It supports this role by providing high-quality advice to decision-makers, maintaining strong relationships with Commonwealth agencies and state and territory responders, and contributing to coordinated national preparedness and response arrangements. The Section undertakes these responsibilities under the Australian Government Crisis Management Framework (AGCMF) and leads the development of the national radiological and nuclear event plan, the AUSRNEPLAN.
The Section oversees internal agency readiness by managing the Incident Response Officer roster, conducting training and exercises, and ensuring systems, processes and staff capability align with the Australasian Inter-service Incident Management System (AIIMS). It also supports situational awareness and executive decision-making through the development and maintenance of dashboards, reporting products and other decision-support tools, and monitors readiness across personnel, systems and operational arrangements. The Section contributes to continuous improvement by capturing lessons identified from exercises, activations and stakeholder engagement, and translating these into updates to plans, procedures and capability development.

The key duties of the position include:
The Assistant Director Emergency Management provides leadership of ARPANSA's technical and operational emergency preparedness capabilities. Working with a high degree of independence, you will lead the continuous improvement of radiological and nuclear emergency preparedness arrangements, provide specialist advice on radiation protection and health physics matters, and coordinate emergency management capability development across the Agency.
You will play a key role in ensuring ARPANSA can effectively fulfil its responsibilities as the Australian Government Coordination Agency for radiological and nuclear incidents. This includes maintaining operational readiness, supporting national preparedness initiatives, overseeing technical systems and radiation monitoring capabilities, and contributing to national and international emergency management activities.
The role includes leadership responsibilities within ARPANSA's incident management arrangements and participation in operational responses, exercises and national preparedness activities.
Key accountabilities
Lead the development, implementation and continuous improvement of ARPANSA's radiological and nuclear emergency preparedness and response arrangements.
Provide technical leadership and authoritative advice on radiation protection, health physics, radiation monitoring and environmental assessment matters.
Coordinate and provide technical leadership for radiation monitoring programs, environmental assessment activities, consequence assessment methodologies and scientific decision-support systems used in preparedness, exercises and operational responses.
Lead the delivery of training, exercises and capability development programs that support ARPANSA's emergency preparedness and response functions.
Oversee the maintenance and enhancement of geospatial information systems, dashboards and technical tools used to support situational awareness and operational decision‐making.
Lead or coordinate technical support associated with nuclear‐powered warship visits and broader national preparedness activities involving Defence and other Commonwealth agencies.
Represent ARPANSA in domestic and international committees, working groups and technical forums relating to radiological and nuclear emergency preparedness.
Lead incident management functions during exercises and responses and coordinate technical resources across ARPANSA as required.
Contribute to strategic planning, policy development and national capability initiatives related to emergency preparedness and response.
Eligibility
To be considered for this position, you will hold a tertiary qualification in physics or another closely related science, technology, engineering or mathematics (STEM) discipline from an Australian tertiary institution, or comparable qualification,



and relevant experience which is appropriate to the duties of the position. Qualifications and experience relevant to health physics, environmental radioactivity, or nuclear science are highly desirable.
You will possess demonstrated expertise in several of the following areas:
radiation protection and health physics;
radiation monitoring and environmental assessment;
consequence assessment and emergency exposure situations;
radiological and nuclear emergency preparedness and response;
AIIMS and incident management systems;
geospatial information systems and decision‐support technologies;
scientific analysis, data management and operational systems.
You will have a proven ability to lead technical programs, provide authoritative specialist advice and build productive relationships with stakeholders across government, industry and emergency services organisations. You will have well developed interpersonal skills and the ability to contribute effectively in a team environment, often as a leader, together with the ability to liaise with all levels of staff, clients and members of the general public.
You must hold Australian citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a national security clearance as a condition of engagement. You must also meet required pre‐employment checks as necessary. Additionally, you must hold a current driver's licence.
Selection criteria
Demonstrated expertise in radiation protection, health physics, environmental monitoring or a closely related discipline and the ability to apply this expertise in operational emergency preparedness and response settings.
Demonstrated leadership in the development and continuous improvement of emergency preparedness, response or operational capability programs.
Demonstrated ability to lead technical projects, systems or specialist work programs and deliver outcomes in complex stakeholder environments.
Highly developed communication, liaison and stakeholder engagement skills, including the ability to represent organisational interests in high-level forums.
Demonstrated ability to exercise leadership, judgement and accountability while managing competing priorities and operational responsibilities.
