Our client is a national workforce and skills agency within the Australian Government, responsible for identifying the country's current, emerging and future skills needs and using that evidence to inform workforce planning, education and training investment decisions.

The Prospect

This role sits at the centre of Australia's participation in PIAAC (the Programme for the International Assessment of Adult Competencies), an OECD-coordinated survey of adult skills run once a decade across dozens of countries.

Reporting to the Program Director, you'll take strategic and operational oversight of survey operations and assurance activities as Australia moves through its next assessment cycle, working closely with the appointed survey vendor, the OECD and the international PIAAC consortium.

This is end-to-end ownership of a major national data collection exercise, from instrument design and fieldwork quality through to the production of publicly released, policy-informing data.

This provides you with the opportunity to:

- Take ownership of survey operations and quality assurance for a flagship, once-a-decade national data collection exercise
- Work directly with the OECD and the international PIAAC consortium alongside the appointed survey vendor
- Apply your technical expertise across the full survey lifecycle, from instrument design through to public data release
- Generate influence over how a face-to-face, tablet-administered survey is fielded and quality-controlled at national scale
- Contribute to an evidence base that will directly inform Australian skills, education and workforce policy for the next decade

The Role

You'll provide strategic and operational oversight of survey delivery, data quality assurance,



vendor management and reporting.

Your responsibilities will include:

- Leading the design, delivery and reporting of PIAAC results, ensuring data products are quality assured, methods are robust and insights are suitable for public release
- Driving survey management activities in collaboration with the vendor, OECD and international consortium to meet quality standards, milestones and reporting requirements
- Providing technical advice and direction on the development, testing and implementation of survey instruments, questionnaires, scripts and respondent contact strategies for a face-to-face, tablet-administered survey
- Overseeing quality control processes throughout data collection, identifying risks, detecting errors and resolving complex data issues to protect the integrity of survey outputs
- Monitoring fieldwork performance and working with the vendor and international consortium to manage response rates and reduce non-response bias
- Supporting data management activities in line with relevant regulations, policies, guidelines and good data management practice
- Attending quality control meetings, engaging directly with the vendor, OECD and international consortium, and coordinating responses to survey operations and data management issues

The Ideal Person





You're a survey or data professional who is just as comfortable setting technical direction as you are managing the operational detail of a large-scale collection.

You bring sound judgement under pressure, and you're used to working across multiple parties, government, vendors and international bodies, to keep a complex program of work on track.

You will bring the following skills and experience:

- Strong survey and data expertise, including experience in survey design and management, data management, analysis and governance
- Demonstrated project management experience, with the ability to deliver timely, quality outcomes in dynamic and complex environments
- Strong critical thinking and sound judgement, with the ability to assess issues, weigh risks and options, and resolve matters effectively and on time
- The ability to collaborate with a range of stakeholders to deliver fit-for-purpose statistical outputs and reports
- Australian citizenship (mandatory for this role)

This role requires a Baseline security clearance.

Salary / Rate

- $100/hr –110/hr + Super
- 12-month labour hire contract, with a further 12-month extension option.
- Candidates based in Canberra, Sydney, Newcastle, Orange, Adelaide, Darwin, Perth, Hobart or Brisbane will be considered
- Work-from-home flexibility by agreement
