About the Business Unit:
The Victorian Infrastructure Delivery Authority (VIDA) is a specialist project delivery organisation, responsible for delivering Victoria's major transport, health and community safety infrastructure program. This multi-disciplinary program includes more than 200 projects including the North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals specialist programs such as the early parenting centres expansion and upgrade program and community safety projects including Corrections and Emergency Services. The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.Led by the Director-General, VIDA is comprised of the five project offices, VIDA Roads, VIDA Metro, VIDA Rail, VIDA Health and VIDA Community Safety. VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.
About the Role:
The Senior Project Manager will lead the development and delivery of allocated building, construction and infrastructure projects within VIDA Community Safety, with a focus on emergency services infrastructure across Victoria. Responsible for managing projects across the full lifecycle, including planning, procurement, delivery, reporting, risk management and stakeholder engagement. Ensure projects are delivered within agreed scope, time, cost and quality parameters, and in line with government policy, procurement requirements and VIDA's project management framework. This is a senior project delivery role requiring strong judgement, commercial awareness and the ability to work confidently across multidisciplinary teams, government stakeholders, consultants, contractors and operational partners. Establish effective project controls, manage risks and issues proactively and support timely decision making through high-quality reporting, briefings and governance advice. Working within VIDA Community Safety, contribute to the delivery of critical infrastructure that supports safer communities, while also helping to strengthen project delivery practices through collaboration, continuous improvement and leadership across the team.

About You:
An experienced Senior Project Manager with a strong background in the delivery of building, construction or infrastructure projects. Brings a track record of managing complex projects within formal project management frameworks, including scope, time, cost, quality, risks and stakeholder outcomes.
Combines strong delivery discipline with the ability to build trusted relationships and influence outcomes in complex environments. Comfortable working across government, contractors, consultants, service providers and operational stakeholders, and confident preparing high-quality reports, briefings and advice for senior stakeholders and governance forums.
You'll bring:
- Demonstrated experience leading the development and delivery of building, construction or infrastructure projects within a government or complex project delivery environment.
- Strong capability in project governance, reporting, risk and issue management, with the ability to support informed decision making by senior stakeholders, committees and executives.
- Proven experience managing procurement and contract delivery processes, including the engagement and performance management of technical advisers, contractors and consultants.
- Highly developed stakeholder engagement, communication and negotiation skills, including the ability to manage complex issues and influence outcomes across diverse stakeholder groups.
- Experience managing onsite stakeholder engagement and transition matters, including consultation on design functionality, operational requirements and facility readiness.
- Leadership capability in a multidisciplinary project environment, with the ability to guide team members, quality assure outputs, support staff development and contribute to continuous improvement.
Key Selection Criteria
1. Demonstrated senior project management experience in the development and delivery of building, construction or infrastructure projects, including managing scope, time, cost, quality, risks and issues within a formal project management framework.
2. Proven experience managing procurement and contract delivery processes, including the evaluation, appointment and performance management of technical advisers, construction contractors and consultants in a government or complex project delivery setting.
3. Strong capability in project governance, reporting, risk management and decision support, including preparing high-quality briefs, reports and status updates, escalating issues appropriately and supporting informed decision making by senior stakeholders, governance committees and executives.
4. Highly developed stakeholder management, communication and negotiation skills, including the ability to build effective relationships,
influence senior stakeholders and manage complex issues across government, contractors, service providers and operational stakeholders.
5. Experience managing onsite stakeholder engagement and transition matters during project delivery, including consultation on design functionality, operational requirements and facility readiness.
6. Demonstrated leadership capability in a multidisciplinary project environment, including providing expert project management advice, guiding team members, delegating work, quality assuring outputs, supporting staff development and contributing to continuous improvement in delivery practices.
Qualifications and Mandatory Requirements
An appropriate qualification in engineering, civil construction, architecture, project management or proven track record of equivalent experience.
